Description
The Department of Health and Human Services, Agency for Healthcare Research and Quality, through the Program Support Center (PSC)plans to award a unique sole source fixed price simplified acquisition to Medical Care Section, American Public Health Association (APHA), 1050 Wishard Boulevard, Indianapolis, IN 46202. The Medical Care Section of the APHA is the only organization that has access to all the relevant research information and topics are experts in the field to accomplish this task. The purpose of this acquisition is to assemble a set of significant papers devoted to the delivery of health care services to persons with HIV disease. These papers will focus on what we know and what we need to know about the impact of various financial incentives, organizational arrangement and market environments on the delivery of health care services to persons with HIV disease. As the number of person living with HIV disease is increasing and as the cost of drug therapy is increasing(e.g., the new fusion-inhibitor that was just recently approved by the Food and Drug Administration, Fuzeon, cost $20,000 wholesales and almost $30,000 retail per person per year) issues surrounding the delivery of health care services to persons with HIV infection are becoming more important. Dissemination of this information to a broad audience of researchers is critical to furthering AHRQ?s mission to improve health care through dissemination of research on health care cost, quality, access and use. This project is to manage all aspects of editorial review and electronic coding for the set of 6-9 papers that focus on what we need to know about the impact of various financial incentives, organizational arrangements and market environments on the quality of cost of health services. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT CAPABILITY STATEMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
