Description
The National Nuclear Security Administration (NNSA) Service Center currently has a delivery order in place with Royal Systems, located in Silver Spring, MD, for technical support services and software development in support of the DOE Oakland Operations Office LandTrek project. Activities required include the development of a GIS land use controls web application in cooperation with Brookhaven National Laboratory (BNL), assessing the need for a closure-related GIS application at the Laboratory for Energy-Related Health Research (LEHR), providing technical support to Bernalillo County/Sandia National Laboratory in its development of an Internet GIS application, demonstrating the LandTrek system at the TIE conference and updating the LandTrek main website. The purpose of Modification A004 is to incorporate additional tasks and deliverables into the Statement of Work, and increase the Total Estimated Cost (TEC) of the delivery order by $114,000 as a result of the change. This is a sole-source action. NNSA is not soliciting proposals for this requirement. The purpose of this synopsis is to fulfill the requirements of FAR 5.101(a)(1). The additional tasks being incorporated into the delivery order are as follows: (1) Provide Technical Support to Bernalillo County and Sandia National Laboratories in LandTrek Web GIS Application Development. The contractor shall continue to provide technical support to Bernalillo County and Sandia National Laboratory in developing a customized ArcIMS GIS application. The contractor shall provide technical assistance with testing and installation of the application. (2) Update LandTrek Website. The contractor shall continue to maintain, and update the LandTrek website with new links and documents. The contractor shall link the latest versions of the LandTrek GIS applications (Bernalillo County/Sandia National Laboratory application) and the DOE CERCLA guidance (web version) to the LandTrek website when completed. The contractor shall research and develop comparisons between LandTrek and other similar websites with closure/LTRA guidance. The contractor will research the potential collaboration of LandTrek with a Defense Threat Reduction Agency (DTRA) exercise to provide support for emergency management and response. The contractor will investigate an EPA Pilot project using the LandTrek GIS systems for one of the DOE facilities on the RCRA Corrective Action priority sites at the direction of the DOE LandTrek program manager. The contractor shall update the LandTrek website content per guidance from the DOE LandTrek Program Manager. The contractor shall provide demonstrations of LandTrek projects at the direction of the DOE Program Manager. (3) Project Management. The contractor shall perform normal project management functions to assure that the tasks are submitted not only on-time and within budget, but will meet the agreed requirements. Contractor shall also participate in weekly conference calls and provide monthly progress reports during this contract?s performance period. (4) Revise GIS LandTrek application developed with BNL. The contractor shall update, revise and test the customized geographical information system (GIS) BNL LandTrek groundwater monitoring web application in coordination with Brookhaven National Laboratory (BNL). The beta application was developed using ESRI ArcIMS, Microsoft SQL Server and Macromedia ColdFusion/JRun. BNL will provide new data and functional requirements to address recommendations for long term stewardship and legacy management. The contractor will assist in improving tools to access data necessary for closure and long term stewardship. The contractor shall make revisions and test the final application in preparation for installation. The contractor will revise the BNL LandTrek GIS website per guidance from the DOE LandTrek Program Manager. (5) Develop web version of DOE Uncertainty Matrix and Analysis. The contractor shall develop a schematic for converting the DOE Mound Uncertainty Matrix and Analysis into a web application. Upon approval of the schematic from the DOE LandTrek Program Manager, the contractor shall develop a prototype of a web version of the DOE Uncertainty Matrix and Analysis. (6) Improve Web Version of DOE CERCLA Closure Guidance. The contractor shall continue development of the DOE CERCLA Closure Process website. The contractor will also research the development of a web application to assist in the Five Year Review Pilot Program Plan. The NNSA Contracting Officer has determined that based on Royal Systems' exclusive experience in the development of the Landtrek system, they are the only source currently capable of fulfiling this requirement, and that the justification for other than full and open competition at FAR 6.302-1 applies. No response to this synopsis is necessary. Vendors who wish to challenge the sole-source determination for this requirement may do so by contacting the Contracting Officer by August 16, 2003.
