Description
The National Oceanic & atmospheric Administration (NOAA), Atmospheric chemical kinetics division has a requirement for a pulsed laser system for use in chemical kinetics experiments in our laboratories. This laser system will be used for photolysis of precursor molecules to produce radicals of interest (e.g. OH, HCO, C1, ETC.)in atmospheric chemistry. The requirements are: 1) The pulse energies at all excimer wavelengths have to be greater than 20 mJ; 2) It has to be easy to switch between the wavelengths repeatedly without permanent energy loss due to passivation effects; 3) The laser has to be mobile enough to be transported to the different experimental setups in the laboratory; 4) This gives an upper limit on the weight of 70 kg, and on the overall dimensions of the laser of 150 cmx50cmx50cm; 5) In order to maintain fairly constant pulse energies over the course of a full experimental day, the gas lifetime has to be high enough to support 1 million pulses without decreasing in energy more than 50%; 6) The system must also have a low beam divergence of smaller than 2mRad to enable longer path lengths of the laser beam; and 7) The system mus carry a warranty (typically 1 year on parts and 90 days on optics) and must be easily serviceable within the United States. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with GAM Laser of Orlando, FL. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
