Description
This is not an RFP, but a survey to locate potential sources capable of performing the proposed work. It is anticipated that a Contractor will be required to Update Seismic Consideration Series. The objective of this update is to develop three products: (1) a design guide for minimizing the effect of blast; (2) a set of procedures for rapid screening of buildings to evaluate damage potential due to explosive, chemical, biological, radiological and armed attach, and (3) a series of multi-color brochures for building owners and managers to advise them on security risks and potential mitigation remedies for new construction. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) organizing and managing large multi-disciplinary technical projects involving a variety of diverse expertise intended for a diverse audience; (2) extensive and state-of-the-art work experience in the fields of structural engineering, seismic engineering, architecture, geotechnical issues, and issues related to performance-based design in different seismic hazard areas and geographic regions throughout the country, and with the occupancies of health care facilities, schools, multifamily apartments, offices, hotels and motels; (3) past performance of comparable and related work similar in kind to this requirement; (4) corporate work experience in the development of consensus-backed seismic provisions and standards, and working with standards and code writing organizations. Such experience would include the NEHRP Recommended Provisions for the Development of Seismic Regulations for New Buildings and Other Structures developed by the Building Seismic Safety Council (BSSC), the seismic portions of the Uniform Building Code (UBC), and the seismic portions of the International Building Code (IBC). Firms with these capabilities are invited to submit complete information to the procuring office identified in this notice in three (3) copies within fifteen (15) calendar days from the date of this notice. Information furnished should include: (1) the number and professional qualifications of scientists, engineers, technical and other appropriate personnel; (2) company experiences related to the proposed project; (3) a description of general and special facilities; (4) a current financial statement, and (5) other literature which demonstrates the minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set-aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with Applied Technology Council on a noncompetitive basis.
