- MODIFICATION TO INITIAL PUBLIC ANNOUNCEMENT OF AN A-76 FULL COST COMPARISON STUDY- On January 2, 2003 the Social Security Administration published an Initial Public Announcement for an A-76 Full Cost Comparison Study for Information Technology Help-Desk Services In the FedBizOps forum (Reference Number: SSA-A76-HELPDESK). This posting is a modification to that initial public announcement for the purpose of notifying interested parties that this project, which was previously being conducted in accordance with OMB Circular A-76, has now transitioned to a Standard Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. The following information required by the revised circular is being added to the original announcement. The incumbent service provider currently performing the activity under study is the Social Security Administration/ Office of Systems. The activity under study is currently provided at the Social Security Administration’s headquarters in Woodlawn, MD and at six Remote Operations Communications Centers located in: Philadelphia, PA; Richmond, CA; Birmingham, AL; Jamaica, NY; Chicago, IL; and, Kansas City, MO. At the time of this announcement the number of Government personnel (FTEs) performing the activity is sixty-four (68). These incumbent Government service provider FTEs are augmented by private sector contractor staff numbering forty-seven (47) persons. All of the Government FTEs and contractor personnel identified herein are subject to this A-76 study. The Competitive Sourcing Officer (CSO) for this A-76 study is Jo Anne B. Barnhart. The Agency Tender Official (ATO) for this A-76 study is Kelly Croft. The Contracting Officer for this A-76 study is Eileen Keating Carnaggio. The projected end date of the Standard Competition is June 26, 2004. Interested parties are advised that a pre-solicitation notice will be published in the near future regarding this A-76 study. The pre-solicitation notice will specify an anticipated solicitation issue date, provide information related to the SSA's procurement strategy, and provide additional information regarding the activity under study. All inquires regarding this A-76 study must be directed in writing, via email, to SSA Contract Specialist Randy Pickwell, at Randall.Pickwell@.ssa.gov. No telephone calls will be accepted, and no one other than the Contract Specialist and the Contracting Officer shall be contacted concerning this study.
