Description
The Consumer Product Safety Commission (CPSC) intends to become a partner in a joint project involving a number of private and public participants. The purpose of this consortium is to conduct fire research to collect and evaluate material related to risk of fire from older electrical wiring systems in residences. The consortium management team shall have expertise in conducting management services for fire research projects. The participants will provide equal support for the project with either funding or in-kind services. The consortium management team shall be responsible for finding participants to work together as a consortium. The consortium management team shall plan, manage, and implement a research project known as “Residential Electrical System Aging Research Project.” CPSC is planning on issuing a firm-fixed price performance based contract with a basic and two optional years for management of the consortium addressing the risk of fire associated with electrical wiring systems in dwellings. This project shall consist of three stages covering a three year period. This procurement covers the first stage and at the option of the Government upon satisfactory performance may extend. The basic period will include planning for field sample collection and analysis, enhanced investigation including developing a fire investigators’ questionnaire, training, and initiating subcontracting, and issuing reports. If option I is exercised, then the tasks will be to enhance electrical fire investigations, including sample data collection and providing reports. If Option II is exercised, the consortium will assemble a database and provide final technical reports. In all stages of this contract, the consortium manager will be required to provide progress reports, partner reports with dollars and in-kind support, research plan, status reports on collaboration with cooperating local and federal government agencies, a draft questionnaire intended to be completed by fire investigators and/or electrical inspection authorities, and minutes from research sponsors’ panel meetings/conferences. The period of performance shall begin on the effective date of the contract and shall not extend beyond 3 years. The anticipated issuance date of the Request for Quotation (RFQ) is July 10, 2003 with quotations due July 30, 2003. The NAICS code is 541710.
