- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be used. This solicitation is issued as a Request for Quotations (RFQ) and the solicitation number is MDA908-03-Q-0139. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. This requirement is unrestricted. The Statement of Work is as follows: BACKGROUND The Defense Intelligence Agency (DIA) has a requirement for technical polygraph examiner support to the DIA Polygraph Program, under the cognizance of the Counterintelligence and Security Activity, Personnel Security Division (DAC-3). One key mission of the DIA Polygraph Program is the conduct of routine, compelling need and special counterintelligence scope polygraph (CSP) examinations on DIA military, civilian, reservist, contractor and consultant personnel. Competing priority missions for DAC-3 polygraph examiners have resulted in a severe degradation of the timeliness of conduct of both initial and aperiodic routine, compelling need and other special CSP examinations. DAC-3 requires immediate assistance in the more timely conduct of the above categories of CSP examinations for Agency customers. This contract polygraph examiner would greatly assist in priority DIA hiring programs, compelling need security clearance actions and the burgeoning backlog of initial and aperiodic CSP examinations. SCOPE-OBJECTIVE This Statement of Work (SOW) outlines the scope of work and task for the contractor. TASK TO BE PERFORMED The conduct of routine, compelling need and special counterintelligence scope polygraph examinations on DIA military, civilian, reservist, contractor and consultant personnel, in DIA facilities. The government will also provide all required polygraph equipment, all required audio or audio/video recording equipment, and allied forms, documents and supplies. SPECIFIC COUNTERINTELLIGENCE SCOPE POLYGRAPH EXAMINATION TASK The contractor shall conduct routine, compelling need and special counterintelligence scope polygraph examinations normally consisting of the following tasks: Review of applicable security dossiers and reports. Calibration and/or preparation of polygraph instrument, examination room, recording device(s) and necessary forms. Conduct of CSP examinations to include pretest, intest and posttest phases, and authoring reports and giving briefings thereof. DELIVERABLES FOR COUNTERINTELLIGENCE SCOPE POLYGRAPH EXAMINATION FUNCTION CSP examinations shall be conducted in accordance with current DoD requirements contained in DoD Directive and Regulation 5210.48, the Federal Psychophysiological Detection of Deception Examiner Handbook and the DAC-3 Polygraph Program SOP and procedures. Required CSP agent report, examiners technical report, numerical polygram analyses, polygrams and all other required allied forms and data. The polygraph examination final opinion and the allied reports shall only be rendered following formal government Quality Control of the contractor?s work products for each examination. Professionally and ethically conducted interviews and polygraph examinations with explicit requirement and for the dignity of the examinee. Attend consultative briefings on significant or sensitive polygraph examinations. Review audio/video recordings of polygraph examinations as necessary to ensure content is accurate and supports reported information. Attend DIA in-service polygraph specific training sessions and related briefings/meetings. OTHER DELIVERABLES The contractor shall fulfill the mandated DoD Continuing Education Program requirement for polygraph examiners and thus must complete a minimum of 80 hours of DoDPI approved continuing education biennially. KNOWLEDGE, SKILL, ABILITY, AND SPECIAL REQUIREMENTS Shall be a graduate of the DoD Polygraph Institute?s (DoDPI) full Basic Polygraph Examiner?s Course. Shall be a current or former DoD Certified Polygraph Examiner. Shall have conducted Personnel Security Screening Counterintelligence Scope Polygraph (CSP) examinations for a DoD component for a minimum of three years. Shall have completed a formal DoDPI course of instruction in the DoD CSP Test for Espionage and Sabotage. Shall possess a current TS/SCI security clearance. PERIOD OF PERFORMANCE The contractor will work from date of award through 31 July 2004 The provision at Federal Acquisition Regulation 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provision at Federal Acquisition Regulation 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Evaluation and award will be based on a best value approach. The specific evaluation criteria is Technical Capability and Price. Technical Capability is more important than price. Respondents MUST submit a resume which outlines each proposed employee's knowledge, skill, abilities, and special requirements as identified in the Statement of Work. Respondents MUST include a completed copy of the provision at Federal Acquisition Regulation 52.212-3, Offeror Representations and Certifications - Commercial Items, with it's quotation. The FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The FAR clause at 52.217-9, Option to Extend the Term of the Contract (MAR 2000), applies to this acquisition. The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any option under this clause, shall not exceed 60 months. The FAR clause at 52.217-8, Option to Extend Services (NOV 1999), applies to this acquisition. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. The FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
