- Description
- The General Services Administration is requesting proposals from electric generation suppliers to provide electric power to various Federal facilities in the State of Maryland in the PEPCO service territory. The successful offeror will supply electricity and transmission for a contract term of one (1) month beginning with the May 2004 meter read. A one (1) month extension period is available. The approximate one (1) month electric requirement is 41,500,000 kWh with 84 MW of peak demand. The average PEPCO standard offer service generation and transmission rate for the 27 accounts is $0.031/kWh. GSA anticipates that standard offer service rates at the current level will expire on June 30, 2004. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice only. The Government intends to award a contract to the offer that offers the greatest discount to the PEPCO standard offer service rates and that meets the solicitation's minimum technical requirements. DUE TO THE EXTREMELY LOW STANDARD OFFER SERVICE RATE LEVEL AND THE ONE (1) MONTH TERM, THE GOVERNMENT INTENDS TO ISSUE COMPLETE SOLICITATION PACKAGES ONLY TO THOSE SUPPLIERS THAT INDICATE INTEREST AND A REALISTIC CHANCE TO BEAT PEPCO'S STANDARD OFFER SERVICE RATES. Supplier responses of interest to this notice are due no later than 2:00 p.m. on August 12, 2003 at the Contracting Office. This procurement is being conducted on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program.
