Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (U.S. EPA), Office of Research and Development (ORD), is seeking a qualified contractor to provide an Analyzer System that consist of the following: (1) All Chemistry introduction and determination to operate on the principle of Flow Injection Analysis (FIA). (2) The system must include the ability to field (onsite) upgrade to include suppressed ion chromatography (IC). (3) The system must be field (onsite) upgradable for up to eight (8) analytical channels. (4) No glassware is to be used with chemistry manifolds. (5) The system must include the ability to field (onsite) upgrade to an intelligent variable automatic dilutor with dual resolution capabilities. The dilutor will not be a single step dilutor (i.e., 10:1) requiring sequential step dilutions for off scale samples (i.e., above 10:1). Dilution range will be from 2:1 to 1000:1. (6) The chemistry manifolds must not require compressed gas or debubbler/rebubblers. (7) All chemistry manifolds must use inert PTFE tubing or an equal. (8) All methods must include linearity, precision, accuracy and method detection limit data. (9) The system must have a 1-year warranty on parts and labor with extended warranties available if requested. Parts or components must be available for loan within 48 hours of request made. (10) The system must be capable of operating up to four (4) autosamplers. (11) The analyzer must be upgradeable to perform in-line UV-persulfate digestions for total nitrogen and total phosphorus determination. (12) The system must be able to process up to 120 samples per hour with baseline resolution within 1% of full scale over a dynamic range of two orders of magnitude. (13) analytical data produced by the analyzer must be provided in real-time; the analyte concentrations are provided as soon as the sample exists the system detectors and within 30 to 60 seconds after injection. (14) The FIA software must run under Windows 2000 or XP and must perform simultaneous instrument control, data acquisition and report generation. The software must automatically estimate the concentrations of off-scale samples and schedule these samples for dilution to bring their concentration within the range of the calibration. (15) The software must have a Data Quality Management plan integrated completely within the run that automatically updates the sample tray to perform the schedule DQM tasks as samples are added or deleted. The QC program must run specific tasks outlined in the Statement of Work. COMPLIANCE WITH SECTION 508 UNDER THE 1998 AMENDMENTS TO THE REHABILITATION ACT. The contractor shall offer only Electronic Information Technology which complies with EPA Information Resources Management Policy Manual, particularly to include the accessibility policy implementing Section 508 under the Rehabilitation Act stated above.
