NAICS Code: 541990 ANALYSIS OF FISH CONSUMPTION DATA FROM THE TULALIP AND SQUAXIN TRIBES Public Notice # July 29, 2003 Procurement Office: U.S. Environmental Protection Agency, National Procurement Contract Service Center (3803R) 1200 Pennsylvania Ave, NW Washington, DC 20460 Title: Analysis of Fish Consumption Data From the Tulalip and Squaxin Tribes Response Date: August 8, 2003 The U.S. Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 3, intends to purchase the services of Dr. Nayak Polissar on a Sole Source basis to re-analyze the data of the 1966 Toy et al. study for the purpose of deriving the distribution of fish consumption for consumers only. Dr. Polissar is considered the only source to provide the required expertise because: he provided the statistical support in the study conducted by Toy et al.; he led and is familiar with the design of the study and knows the strengths and limitations of the data; he has the necessary expertise in statistical analysis required to complete the analysis and has done analysis with this data set before; and, he has the requisite permission from the Tribe to use the data set. THIS IS NOT A REQUEST FOR QUOTATION. Notwithstanding, any firm which believes it is capable of meeting the EPA's requirements as stated herein may submit a response, which will be considered if received within 10 calendar days of the date of this announcement. Routine requests for a copy of the RFQ will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
