Solicitation Number N00174-03-R-0043 (in subject line of your email); Name of the requestor, Organization name, address, telephone and fax numbers; and your E-mail Address. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitation and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading off the Internet. This requirement will be available for downloading from our website beginning approximately 15 September 2003. Prior to this date you will not be able to access this solicitation. The Indian Head Division, Naval Surface Warfare Center, (IHD/NSWC) requires assistance and capability in the manufacture/modification/repair and test of mechanical-electrical ground or ship support equipment (MEGSSE) for munitions to support the Joint Forces and other Department of Defense (DoD) agencies. IHD/NSWC provides total quality management of design, development, and manufacture for MEGSSE such as munitions handling equipment, tools/fixtures, ground handling equipment, and electrical cables. The purpose of this requirement is to assist IHD/NSWC to manufacture/modify/repair equipment for the storage, shipment, assembly, disassembly, transport, test, and maintenance of military munitions. The contractor shall provide technical and manufacturing capability for the fulfillment of those needs. The contractor shall assist with the manufacture/modification/repair of specified products and provide prototype support as required by each Delivery Order. In addition, the contractor shall assist with providing tes ting and program management support as required by each Delivery Order. This procurement is being conducted on a best value basis utilizing the trade off process. The Government intends to award a single contract as a result of this solicitation. Evaluation Factors in order of importance are: Manufacture/Modification/Repair, Experience, Facilities, Testing, Quality Assurance, Documentation, Past Performance and Cost/Price. This contract action will be awarded under 10 USC 2304 (b) (2) 100% Small Business Set-Aside. The NAISC Code is 335999. The anticipated contract will be a T&M, (Time & Material), IDIQ Type Contract.
