Description
Plans and specifications for Solicitation N62474-03-R-3021 will be issued on or about 12 August 2003 over the internet at http://esol.navfac.navy.mil as an Electronic Bid solicitation (EBS). The response time required by FAR 5.203 will begin on the date of issuance of the EBS solicitation. EBS solicitation packages may be acquired by registration and downloaded at the Internet EBS website. All prospective offerors must register as plan holders on the EBS website for this project. Plan Centers are also required to register. Plan holders lists will not be faxed and will only be available at http://esol.navfac.navy.mil. The Official Plan Holders list will be maintained on and can be printed from the Internet site. Each company must indicate its name, address, phone number, identify whether the firm is a small business, small disadvantaged business, or large business and if the firm is a woman-owned business. An active registration in the Central Contractor Registration (CCR) (website http://ccr.gov) is a requirement for award. DESCRIPTION OF WORK: This construction contract includes replacement of selected existing pneumatic, electric, and electronic controls with a new Web-based Energy Management and Control Systems (EMCS) installed on major mechanical equipment including fan systems, hot water converters, chilled water systems, and miscellaneous systems in various buildings on campus. Other work will include steam and electric monitoring and metering in existing buildings, steam monitoring and metering in the main steam plant and integration of existing control systems currently installed on campus AT THE NAVAL POSTGRADUATE SCHOOL, MONTEREY, CALIFORNIA. The procurement method for this solicitation is best value, trade-off utilizing the source selection process. The government will evaluate proposals using source selection procedures. The contract will be awarded to the firm providing the proposal with the best value to the Government using factors outlined in the solicitation. There are a total of three technical evaluation factors and a price factor. The technical factors are Past Performance, Technical and Management Approach, and Product Capability. These evaluation criteria were chosen to insure that the selected contractor has a satisfactory past performance record; and has the requisite technical and engineering experience in designing a web-based energy management control system. The price proposal will be evaluated to determine the reasonableness of the offeror?s proposal. Contractor response to Factors 1, 2, and 3 above along with the price proposal will be due approximately 12 September 2003. This procurement solicitation shall result in award of one contract. This solicitation is unrestricted. Contractors will be required to furnish all labor, materials, equipment, transportation, and supervision primarily for replacement of selected existing pneumatic, electric, and electronic controls with a new Web-based Energy Management and Control Systems (EMCS) at the Naval Postgraduate School, Monterey, California. The NAICS Code is 23511. The related small business size standard is 28.5 million. The cost range is between $250,000 and $500,000. The tentative issue date is on or about 12 August 2003 with the proposal due date approximately 30 days later. Plans and specifications will not be provided in a paper hard copy format. A site walk/pre-proposal conference will be held at the Naval Postgraduate School. Date and time will be included in the solicitation. Administration of the solicitation will be via paperless transmissions. Notification of any changes to this solicitation (amendments) shall be made only on the Internet at the above web address. It is, therefore, the contractor?s responsibility to check the listed Internet site for any posted changes to the solicitation. No monetary deposit is required for this solicitation. This is NOT a public bid opening. See solicitation for proper address for delivery of proposals. Proposals will be considered from all eligible, responsible, Central Contractor Registration (CCR) registered sources. No bid results will be posted.
