- The National Park Service, Isle Royale National Park, is soliciting proposals for all labor, materials, facilities and transportation necessary to rehabilitate a 1976 Stock Fiberglass Sport Fisherman 31 Foot Bertram Boat with Flying bridge for Isle Royale National Park, Houghton, Michigan. The boat is outfitted with two twin diesel engines. Isle Royale National Park is a large, remote island encompassing 571,790 acres in Lake Superior located 70 miles from the mainland administrative area in Houghton, Michigan. Access to the island is limited to boat, and due to the duration of travel daily commutes are not an option which necessitates stays of a few days in duration. The park is open from late April through October. Offerors will be asked to provide pricing for work identified as Basic and Optional Requirements. Work identified as the Basic Requirement consists of rehabilitation work for the following areas: hull, deck and superstructure; fittings hardware and equipment; fuel system; electrical; electronics and instrumentation; cabin interior and flying bridge. Work identified as an Optional Requirements is for two different options for the cockpit deck area. Due to the timeline associated with this solicitation, the boat will not be available for inspection. A Marine Survey was recently completed for the boat, and will provide information on the condition of the boat and photographs. The Marine Survey will be included as part of the Solicitation package. Proposal submission and evaluation of offers will be conducted using a two phased approach. First proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria identified in the Solicitation as follows: Criteria A, Samples of Work of three previous fiberglass boat rehabilitation projects for Bertram boats, or fiberglass boats similar to the Bertram; Criteria B, Project Schedule; and Criteria D, Facility and Equipment. Based on this evaluation, evaluators will unanimously vote on the acceptability or unacceptability of each proposal. At this stage unacceptable proposals will be eliminated from competition. Second, all acceptable proposals will then be evaluated using Criteria C, Past Performance. Upon completion of this evaluation, the Contracting Officer will determine a competitive range. The Government anticipates award of a firm-fixed price contract on or before September 22, 2003. The Solicitation with be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Offerors interested in the doing business, and receiving a copy of the Solicitation must register on the Fed Biz Opps website. The Solicitation with specifications shall be posted on or about August 11, 2003. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on September 9, 2003.
