Description
The National Park Service, Isle Royale National Park, is soliciting proposals for design, fabrication and transportation of a 70' long x 8' high double-hull steel gasoline tank barge with a maximum 24' beam, for Isle Royale National Park, 800 East Lakeshore Drive, Houghton, Michigan. Barge shall be designed and fabricated to be in compliance with OPA 90, US Coast Guard, and ABS off shore requirements suitable for use on the Great Lakes. The Scope of Work includes: design services, specifications and drawings, fabrication of double-hull steel gasoline barge with five separate cargo compartments, four of equal capacity, and one of a capacity of approximately 3,000 gallons in accordance with the requirements identified in the Solicitation; priming and painting of exterior deck and interior void spaces using commercial marine grade primer and finish coat; and transportation and off-loading into the Portage Canal, Houghton, Michigan. Proposal submission and evaluation of offers will be conducted using a two phased approach. First proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria identified in the Solicitation; Criteria A, Samples of Work for the last three-years that demonstrate: experience and staffing capacity to design and fabrication of double-hull gas, and the ability complete work within final contract price, and required timelines; Criteria B, Project Approach that identifies: how the offeror plans to be in compliance with ABS and USCG standards/regulations; the level of detail to be provided in specifications and drawings; management of cost allocation between design and fabrication and; a detailed milestone schedule identifying start and completion dates for each stage of design and fabrication. Include all required review and approval stages by both National Park Service personnel and the United States Coast Guard. Based on this evaluation, evaluators will unanimously vote on the acceptability or unacceptability of each proposal. At this stage unacceptable proposals will be eliminated from competition. Second, all acceptable proposals will then be evaluated using Criteria C, Past Performance submitted for the Samples of Work identified. Upon completion of this evaluation, the Contracting Officer will determine a competitive range. The Government anticipates award of a firm-fixed price contract on September 22, 2003, with design, fabrication, transportation to be completed by May 1, 2004. The Solicitation with be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Offerors interested in the doing business, and receiving a copy of the Solicitation must register on the Fed Biz Opps website. The Solicitation with specifications shall be posted on or about August 12, 2003. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on September 10, 2003.
