- Description
- This acquisition is being offered for full and open competition subject to the North American Industry Classification Systems (NAICS) code 238210, with a size standard of $12.0 Million and a Standard Industrial Classification of 1731. Small Disadvantaged Businesses, Woman-Owned Small Businesses, Disabled Veteran Small Businesses, and HUBZone certified Businesses are encouraged to participate. The project is located at F.E. Warren Air Force, Wyoming and involves the repair existing overhead medium voltage electrical power distribution circuits by replacement with new underground distribution circuits. Work includes but is not limited to: A) Provide new feeders A & B consisting of six concrete encased ducts (includes two spare ducts) in a two wide by three deep configuration, underground from switching station SS 709 north to switching station SS 295. Each feeder shall consist of two paralleled sets of (3) 250 kcmil, Cu, 15 kV type UD cables. Manholes are located and sized to facilitate pulling the conductor. B). Provide a new underground feeder to serve the Heating Plant in Building 660 and Buildings 322, 363, 366, 367, 368 and 369. C). Provide a new underground feeder to serve Buildings 322 and 363. The feeder shall originate at the new pad mounted switch and consist of two concrete encased ducts (includes one spare duct) and (3) No. 2, Cu, 15 kV UD type cables. Provide two new pad mounted transformers and associated secondary services. D). Provide a new underground feeder to serve Buildings 366, 367, 368, and 369. The feeder shall originate at the new pad mounted switch and consist of two concrete encased ducts (includes one spare) and (3) No. 2, Cu, 15 kV UD type cables. Provide a new pad mounted transformer and secondary services to the buildings. E). Provide new secondary services to feed existing street lighting. F). Remove existing overhead A & B feeders and taps to Buildings 322, 363, 366, 367, 368, and 369. The performance period for the resultant construction contract awarded as a result of this solicitation is 280 calendar days. Winter exclusion will be incorporated into the resultant contract. The cost magnitude for this project is between $500,000.00 and $1,000,000.00. Issue date for this solicitation in anticipated to be on or about 11 Aug 2003, with a closing date 30 calendar days after issuance. This solicitation is a Request for Proposal under Performance Pride Trade-Off (PPT). Under PPT, past performance will be evaluated. This solicitation will be available only via the Internet at the following address: http://www.eps.gov/.
