- RESEARCH PROGRAM ON FRETTING FATIGUE. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(i). The proposed source is Dr. Volodymyr Sabelkin, Tucson AZ. The non-personal service being procured is for the contractor to plan, organize, and conduct a research program involving the experiments and analyses of fretting fatigue, wear, and related damage mechanism issues of titanium alloys when subjected to high cycle fatigue using analyses, experiments, and destructive and non destructive techniques. The work is to be performed on site at the Air Force Institute of Technology, Wright-Patterson Air Force Base, OH. Period of performance is 01 Sep 2003 through 31 Aug 2004. This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations; however, any quotations received within eight (8) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
