Description
The U.S. Dept. Of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Ocean and Coastal Resource Management (OCRM), Estuarine Reserves Division (ERD) requires contractor services to assist NOAA and the National Estuarine Research Reserves System (NERRS) to review Coastal Training Program (CTP) planning documents, reports and analyses submitted by the reserves to identify trends and commonalities in programming approach, types of partnerships, unique partnerships, priority issues, target audiences and their needs, and characterizations of regional training markets. The analysis will aggregate data across the system and synthesize trends in target audience training preferences, conditions, training experience and demands from different audiences. Objectives include: (1) develop a framework and assessment strategy for document review of up to 25 reserve sets of program planning documents that include, for each reserve: a description of the reserve's CTP Advisory Committee or group; a market analysis of training providers; program strategy; audience needs assessments; and a marketing plan; (2) identify trends and commonalities in Coastal Training Program planning documents with respect to: priority coastal resource issues to be addressed; overall program approach; target audiences; audience needs; emerging and unique partnerships; training providers; training delivery systems; regional training providers and other data elements. Tasks include: (a) develop a framework for the trends analysis, including study parameters and identification of constraints and opportunities in analysis; (b) review planning documents. This activity will necessitate telephone interviews with key reserve staff in each reserve for follow-up and clarification of various elements or points of reference in the planning documents and how they relate to each other; (c) assess and document trends and commonalities across the programs; (d) prepare Trends Analysis Report and companion power point presentation that highlights results; (e) provide a set of recommendations for the NERRS with respect to future reviews and analysis of CTP trends. Deliverables include: 1) project workplan; 2) draft CTP Trends Analysis report; 3) final CTP Trends Analysis report and Power Point Presentation highlighting results. The Period of Performance is Date of Award through 200 days. Interested contractors must possess the following: 1) expertise in developing study frameworks and demonstrated experience in program assessment; 2) excellent communications skills and the ability to work with a geographically diverse group of national and state partners and agency affiliations is required, as well as a commitment to an iterative and participatory process of project design and implementation; 4) familiarity and past experience working with NERRS. The resulting purchase order shall be negotiated as a firm fixed price. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). FAR Clause 52.213-4 applies to this solicitation. Best value evaluation factors include the following: 1) Technical approach; 2) Past Performance; 3) Personnel; and 4) Price. Interested contractors are invited to review the attached Statement of Work entitled: National Estuarine Research Reserve System Coastal Training Program Trends Analysis dated 7/22/03 and submit a proposal which includes capabilities information along with a completed C* Vendor Profile Form (website: http://www.rdc.noaa.gov/~amd) to the address above for evaluation, to be received no later than August 18, 2003. The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA's Request For Quote (RFQ) that becomes final unless otherwise modified before the response date. Interested contractors are hereby advised that proposed changed to the Federal Acquisition Regulation (FAR) require that contractors be registered in the Central Contractor Registry (CCR) in order to receive payments after September 30, 2003.
