- Description
- The Modoc National Forest intends to solicit for the Commercial Item of a Raptor Habitat Enhancement and Protection Project Interdisciplinary Team Leader and NEPA Document Writer. Work consists of NEPA analysis and documentation, and public notification based upon a project initiation letter and proposed action for the Wild Horse Bald Eagle Habitat Enhancement and Protection. The purpose of this analysis and decision making process is to address issues of Bald Eagle habitat maintenance and development in the Wild Horse Bald Eagle nest stand where density related conifer mortality as well as excessive fuel loading pose a threat to long-term habitat sustainability. The contractor will analyze comments received during public scooping and Tribal Consultation, form alternatives, propose mitigation measures, complete analysis of alternatives addressing the significant issues, and determine the environmental consequences of each alternative. The Contractor will document the analysis in an Environmental Assessment (EA) and advertise the document to the public. The EA shall tier to the Modoc National Forest Land and Resource Management Plan (LRMP, 1993) as amended. The contractor will receive, summarize and respond to comments made on the EA. The Contractor shall prepare an Appendix to the EA documenting responses to comments. The contractor shall prepare a Decision Notice (DN) and Finding of No Significant Impact (FONSI) as directed by the Responsible Official. Upon signing of the decision by the Responsible Official, the Contractor shall advertise the decision in a legal notice in the appropriate publication, and distribute to interested parties both the DN/FONSI and Appendix containing the responses to comments, along with a cover letter from the Responsible Official. The contractor will need to communicate and document each step (check points) with the Responsible Official. The total time to complete this project is approximately 6 months. This solicitation will be available for electronic download only, on or around August 15, 2003. The NAICS code is 541620 and the size standard is $6 million.
