- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii) RFQ-CAZ-03-072, this solicitation is issued as a request for quotation (RFQ) and one award will be made on a fixed price basis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 with correction dated June 3, 2003. (iv)This is a total small business concern set aside under NAICS Code: 423810, Construction and Mining (except Oil Well) Machinery and Equipment Merchants Wholesalers. The small business size standard for this NAICS Code is set at 500 employees or less. (v) BID ITEM (1): Utility tractor for Priest River Experimental Forest. Tractor must meet the following specification. (vi) 4WD; Engine: direct injection diesel, 35hp gross, no less than 33hp net; Transmission: 12X12 hydrostatic w/power reverser, main pump capacity 8gpm, secondary pump capacity 5 gpm, total pump flow of not less than 13 gpm; Axel capacity; front 3700 lbs, rear 4400 lbs; 3-point hitch: 2200 lbs lift @ 24? behind arms; 2500 lbs at lift link ends; PTO: independent rear, 540 rpm; mid-PTO 2100 rpm; multi-disk, wet clutch; PTO brake (mid and rear) multi-disk wet; weight not to exceed 2900lbs; Tires R1 bar tread, front 7-14, rear 11.2-24. The following accessories will be included with each quote. Front-end loader: 60?, 4 in 1 bucket with quick change system, hood guard, lift capacity 1200 lbs; Backhoe: digging depth 7? 13? bucket, rockshaft assist mounting system; Snow blower: 2- stage, front mount, PTO driven; Steel canopy on ROPS. (vii) Delivery date no later than 09-01-03 to Priest River experimental Forest Office at 4907 E. River Rd. Priest River, Idaho. The prospective vendors must take our present tractor as a trade-in against the purchase price of the new machine. The trade-in is a John Deere, model 850, product #CH0850S022660. It is 4WD, diesel engine (1900 hours) with a snowplow and after-market front loader. Vendors may view this tractor by calling Bob Denner at 208-448-1793 for an appointment. Vendor must also be able to service or repair the new tractor on site of Priest River Experimental Forest. We have no means to transport the tractor to a repair shop. Replacement parts and tech support must also be convenient to our location and available within 36 hours of call. (viii) The provision at 52.212-2, Evaluation-Commercial Item is applicable to this acquisition. Additionally the following evaluation criteria will be considered during the contract award process: price, warranty, and delivery time. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This provision is provided to the offeror online at http://www.arnet.gov/far/ or on Federal Business Opportunies at http://www.fedbizopps.gov/ at the USDA, Forest Service location: R-2/RMRS Central Administrative Zone, Fort Collins, CO. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items, applies to this acquisition. (xiii) The following Numbered Notes are applicable to this solicitation and the insuring contract: 1 (one). (xiv) Offers are due by 4:30 PM (Local time of Mountain Standard) on MONDAY, AUGUST 18, 2003. Offers can be mailed to: USDA Forest Service, Central Administrative Zone- Contracting; 240 W.
