- DESC: Bulk Fuel Procurement of Turbine Fuel, Aviation, JP8, NSN: 9130-01-031-5816; Quantity: 98,000,000 USG; Diesel Fuel Oil, EN590, NSN: 9140-99-910-0459; Quantity: 44,000,000 USG; Gasoline Automotive, EN228, NSN: 9130-01-423-0939; Quantity: 8,000,000 USG, Purchase Program 1.1M, Delivery Period: November 15, 2003 through January 31, 2005, plus 30-day carry-over period. Fuels to be lifted from East Coast or Gulf Coast port FOB Origin for the Foreign Military Sale (FMS) program. This solicitation will be available on the World Wide Web (FedBizOpps: http://www.fedbizopps.gov) on or about July 31, 2003 or may be obtained at http://www.desc.dla.mil. If you are unable to download the solicitation, a hard copy of the solicitation may be requested to Bo Sim, DESC-BZD at facsimile # (703) 767-9044. If you intend to submit an offer, you are requested to return a completed and signed Offeror Submission Package to the DESC bid custodian before the closing date and time at facsimile # (703) 767-8506. Email offers will not be accepted. All responsible sources may submit a proposal, which shall be considered. The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. This is an annual requirement for bulk fuel (JP8, EN590 and EN228) in support of the FMS program. The requirement may increase during the delivery period and result in supplemental solicitations tied to SP0600-03-R-0144.
