Description
This is not an RFP, but a survey to locate potential sources capable of performing the proposed work. It is anticipated that a Contractor will be required for the Development of Training Materials and to Conduct Two Courses on the Results of the Evaluation and Improvement of Seismic Analysis Procedures Project. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) Familiarity with existing performance-based design guidance, including FEMA?s Guidelines and commentary for the Seismic Rehabilitation of Buildings (FEMS-273) and the Applied Technology Council ATC-40: The Seismic Evaluation and Retrofit of Concrete Buildings and the use of Nonlinear Static Procedures (NSP?s), including the coefficient method used in FEMA-273 and the capacity spectrum method used in ATC-40, for the analyses of buildings; (2) Research experience in the identification and study of the key issues regarding the use of NSP?s, including the basis for the coefficients used in the FEMA-273 method, the ability to study the effects of hysteretic behavior including degrading stiffness and degrading strength through the use of Incremental Dynamic Analysis (IDA), and the ability to compare the NSP procedures with dynamic system behavior; (3) Experience in using research results to develop state of the art design guidance for earthquake engineering issues; and (4) Experience in the management of large, technically-based research and development projects in the seismic engineering field. Firms with these capabilities are invited to submit complete information to the procuring office identified in this notice in three (3) copies within fifteen (15) calendar days from the date of this notice. Information furnished should include: (1) the number and professional qualifications of scientists, engineers, technical and other appropriate personnel; (2) company experiences related to the proposed project; (3) a description of general and special facilities; (4) a current financial statement; and (5) other literature which demonstrates minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with Applied Technology Council on a noncompetitive basis.
