- Public Announcement. The Armed Forces Retirement Home (AFRH) is conducting a Streamlined Competition in accordance with OMB Circular A-76 Revised (May 29, 2003). The function under study is Grounds Maintenance and Snow Removal at the AFRH?s Washington, DC campus. The function is currently performed in-house by 12 Government FTE. The AFRH Competitive Sourcing Official is Mr. Steve McManus, the Contracting Officer is Ms. Janet Wenzel, and the Agency Tender Official is Mr. Steven McManus. The projected end date of the competition is August 31, 2003
