Description
The Eastern Administrative Support Center (EASC) intends to acquire for the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) contractor services to provide an operational East Coast Observer Training Center. The contractor shall provide up to 4 observer training sessions per year, each of 3-week duration, and shall successfully train up to 100 observer candidates per year in accordance with the NMFS Observer Training General Requirements, the NMFS Observer Training Common Modules, and the NMFS Observer Training Guidelines. The contractor shall provide a core of individuals to conduct the observer training. The individuals shall be experienced and knowledgeable in the general practices of gillnet, otter trawl, scallop dredge, longline, and lobster pot fisheries operating in the Northeast, Mid-Atlantic, and the Southeast regions. The contractor shall provide additional technical staff, university professors, or researchers to assist in training activities. The contractor shall provide adequate training facilities, to include: classroom space that can accommodate a maximum of 30 people (including trainees, the contractor's trainers, NMFS trainers or representatives) at one time. The contractor shall secure a New England style gillnet or trawl vessel for two 8-hour days to be docked at a convenient location (less than 30 miles from the training facility). The contractor shall provide ground-level lab space for the necropsy of marine mammals and the identification of fish. The contractor shall provide safety, conflice resolution, and sexual harassment training. Hands-on vessel training trips on gillnet and otter trawl vessels is also required. The contract period of performance will be for one (1) year with four one-year options, to start on or about September 1, 2003. The anticipated issue date for the solicitation is July 9, 2003 with a closing date on or about August 7, 2003. All responsible offerors may submit a proposal that will be considered by the agency.
