DESCRIPTION The Missile Defense Agency (MDA) is seeking potential sources to provide technical and program management support to MDA?s Force Structure Integration and Deployment (MDA/TR). MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. This requirement is unrestricted to GSA schedule holders; however, the Government reserves the right to solicit only small businesses if a sufficient number of small businesses are determined to possess the required capabilities. Those offerors judged best qualified to compete for the work will be sent a Request for Quotations package within four (4) weeks after this announcement?s due date, with offers due approximately four (4) weeks later. This procurement will acquire technical and program management support to assist MDA with characterizes emerging BMDS capabilities, and engages the joint warfighter in capabilities-based BMDS development. Specific task areas include: (1) Provide assistance in the development of doctrine, Concept of Operations (CONOPS) and tactics, techniques and procedures to integrate BMDS elements into the operational community, (2) Provide assistance to characterize/align emerging Ballistic Missile Defense System (BMDS) capabilities with existing/future warfighter needs, (3) Provide assistance in integration, transition, logistical support and fielding of BMDS capabilities to the warfighters, (4) Provide support in technical program management, financial, engineering analysis and military utility assessments, integration support, logistical support analysis, system training and resource assessments, (5) Provide administrative, briefing preparation and planning support for daily TR activities, (6) Provide expertise in the refinement of BMD system capabilities, concepts of operation, support concepts and technology through studies, seminars, senior warfighter forums, workshops, tabletops, and JNIC coordinated wargames and exercises, (7) Support the provision for warfighter input to the BMD system and element design during development, (8) Provide planning, administrative and execution support of the Service Boards of Directors meetings with the Missile Defense Agency (MDA) Director (9) Provide direct Ballistic Missile Defense expertise to U.S. Strategic Command (USSTRATCOM), (10) Provide BMD expertise to regional combatant commanders via the Joint Air and Missile Defense Organization (JTAMDO) and USSTRATCOM, (11) Provide assistance to facilities/site activation survey teams, and (11) Provide support to establish, operate and update a BMDS Support Coordination Center. The resultant order will consist of a Firm-Fixed Price support services contract line item for an estimated 37 man-year equivalents (MYEs). The term of the order with options is anticipated to be at least 4 years. The contract will consist of on-site and off-site personnel located in Arlington, VA with 100% of personnel required a secret clearance. GSA schedule contractors who qualify under the North American Industrial Classification System (NAICS) 541710 Research and Development in the Physical, Engineering, and Life Sciences (Guided missile and space vehicles) are invited to submit to the contracting office as early as possible, but not later than August 7, 2003, a three (3) page Capability Statement summarizing the corporate strengths in relation to the following criteria: (1) describe the qualification and capabilities of your staff to perform the type of work specified (2) describe your company?s experience with DoD and/or NASA for the type of work specified and (3) describe your management approach in managing on-site/ off-site staff, retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Please segregate this information on the Capability Statement by firm. Acceptable sources must hold a GSA Schedule, and be able to provide 75% of personnel requiring SECRET clearances and 100% of personnel requiring secret on task order start date (approximately 30 days after task order award date) and 90% within 60 days of award.
