Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the following items: 1. Refurbished V5.0 Color Camera System Phantom v5.0 color high speed camera with 4096 megabytes (4 sec) image memory at full resolution up to 1000pps. Provides 16.3 seconds record time at 1024 x 512 resolution at 500pps Provides 32.7 seconds record time at 512 x 512 resolution at 500pps. Part# VRI-V5-4096MC 2. 28-70mm f/2.8 Zoom (f-mount) Part# VRI-28-70S 3. Standard 250 Watt NorthStar Lamp with C-clamp base, 25" long, Part# VRI-L250C 4. 1 Gigabyte Ethernet PCI Card, Part# VRI-Ethernet-1gig 5. Fujinon C-mount Zoom lens w/3 DC motors for focus, zoom and IRIS. 17-374mm/f:2.3-4.5 with remote controller, Part# VRI-lens-special 6. Upgrade/Trade-In V5.0 to V5.1 version when available, Part# V5.1 Upgrade All Part Numbers are Vision Research. We are requesting a refurbished camera only. We will consider quotations for other brands, but it is up to the offeror to provide sufficient data to make comparisons. The descriptions above contain our salient characteristics. The provisions and clauses in the RFQ are those in effect through FAC 01-14. This procurement is a total small business set-aside. The NAICS Code is 423415 and the small business size standard for this procurement is 500 employees. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA-Glenn Research Center, 21000 Brookpark Rd., Cleveland, OH 44135 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:30PM on August 20, 2003 to NASA-Glenn Research Center, 21000 Brookpark Rd., MS 500-306, Cleveland, OH 44135 Attn: Mary Lou Guthrie and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (June 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Delivery and ability to upgrade shall also be considered. All items to be brand named specified, or equal. The Government shall perform all evaluations based on documentation provided with each proposal. IT IS CRITICAL THAT OFFERORS PROVIDE ADEQUATE DETAIL TO ALLOW EVALUATION OF THEIR OFFER. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. SEE ATTACHMENT. An ombudsman has been appointed -- See NASA Specific Note "B".
