Description
SOURCES SOUGHT Contractor Operation & Maintenance Support of the Full Mission Bridge Trainer and Fire Fighter Training Unit NAVAIR Orlando Training Systems Division has a requirement to support the U.S. Navy Foreign Military Sales (FMS) programs with the Royal Saudi Naval Forces (RSNF) . This includes providing all labor, equipment (general electronic equipment), tools (general hand tools for maintenance of electronic equipment), on-the-job training, supervision and other services necessary for contractor operation & maintenance (O&M) support of the Full Mission Bridge Trainer (FMBT) and the Fire Fighter Training Unit (FFTU) located in Jubail, Kingdom of Saudi Arabia. The FMBT trainer is a commercial shiphandling simulator systems consisting of a full mission bridge simulator and a multi-functional cubical. The FFTU trainer is a computer controlled, propane fueled, shipboard live fire trainer utilized for fire training systems for the military, airport, and fire academy services. The contractor shall provide one man year O&M support, for each of the trainers, which equates to two (2) man years per calendar year. Contractor shall utilize the Material Support Package (MSP) delivered with the initial procurement of the two trainers for the O&M support. Contractor shall notify Government of parts required which are not available from the MSP furnished parts. The time waiting for parts would not count against the restoration time requirement. The O&M representatives shall provide support for eight (8) hours per day, five (5) days per week, and if representatives are unable to maintain or restore the device to an operational condition, for reasons other than parts nonavailability, within twenty-four (24) hours of initial failure, the contractor shall supply, at no additional cost to the Government, required resources to expeditiously restore the training system to operational condition. A draft Statement of Work (SOW) is posted to the NAVAIR Orlando Business Opportunities website at http://www.nawctsd.navy.mil/Ebusiness/BusOps/Acquisitions/Index.cfm. Click on the link titled ?COM Support for FMBT and FFTU?, which will allow you to download the draft SOW. A commercial, Firm Fixed Price (FFP) contract is anticipated with a 12-month period of performance for each of the trainers and one (1) option year for each of the trainers. The Government anticipates O&M support for the FMBT and the FFTU to commence on or about October 2003, and April 2004, respectively. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. Although this requirement is not a set-aside requirement, potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 541330 with a size standard of $4.0 million.
