Description
This is the fourth Sources Sought Notice issued for this requirement. The first was issued on 22 January 2003, the second on 06 February 2003 and the third on 15 April 2003. This Sources Sought Notice requests information needed by the Government prior to release of any potential solicitation. Details follow ? please read this entire synopsis. POTENTIAL OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED (BELOW) IN THIS SYNOPSIS. This is not a request for proposal and in no way obligates the Government to award a contract. The Naval Aviation Depot (NADEP), Cherry Point, North Carolina, is seeking sources capable of providing Mechanical Engineering and Technical Services (METS) to include mechanical design services, mechanical technical services, support services including drafting and design library support required to effectively accomplish the above requirements. Currently, an in-house Government workforce is performing the services. It is intended to perform a cost comparison, pursuant to OMB Circular Number A-76 (dated August 4, 1983 (REVISED 1999)), in order to determine the Service Provider. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the service provider, an award will be made in accordance with OMB Circular A-76 in conjunction with all other applicable Navy and Government acquisition regulations. This agency envisions some work will require personnel cleared at the secret level. The requirement will fall under the NAICS code 541330, Mechanical Engineering Services. The small business size standard associated with this effort is $4M. All valid e-mail responses from prospective offerors must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions (Questions 6 & 7 have been revised and should be answered even if your company has responded to one of the first 3 announcements): (1) For North American Industry Classification System (NAICS) code 541330, is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned or operated small business? (6) Is your firm currently AS9100 registered in accordance with ANSI-RAB accreditation requirements? (7) If not currently registered, by what date do you anticipate becoming AS9100 registered in accordance with ANSI-RAB? (8) What actions have you taken towards this certification? The Government does not intend to offer site visits. However, if a site visit is desired, please provide supporting rationale for this need. ALL PROSPECTIVE OFFEREORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. A draft copy of the METS Performance Work Statement (PWS) will be posted for review on the NAVAIR Homepage by 31 JULY 2003.
