Description
NA Request For Quotation DAHA11-03-T-0012 posted on 11 Jul 03 is amended as follows: (1) Combined Synopsis/Solicitation was amended from Unrestricted to Set Aside for Total Small Business; (2) The 'and more' on CLIN 0001 Requirement number 7 was omitted and now reads as follows: AVIATION TEXT PRODUCTS: METAR, TAF, NOTAM, PIREP, and WINDS; (3) CLIN 0001 Requirement 8 was amended to read as follows: AVIATION PACKAGE: Shall provide as a minimum National and Regional Forecasts, In-Route Flight Weather Updates, Prognostic Charts, High and Low Level Winds, and Weather Services; (4) CLIN 0001 Requ irement 9 was amended to read as follows: ALERT MANAGER PACKAGE: Shall provide as a minimum National Weather Service Text Products and Visual and Audio Warnings when Watches and Warnings are issued; (5) Added CLIN Requirement 10 to read as follows: The met hod by which receipt of the weather services is transmitted must be in such a way that provides for automatic continual updates occuring every ten minutes or faster; (6) Added Federal Acquisition Regulation (FAR) Clause 52.212-3; (7) Added the full text of FAR provision 52.212-2 to read as follows: (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability of the item offered to meet the Government requirement = 40%, (2) Price = 30%, (3) Past Performance = 30%, Technical and past performance when combined = 70% (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbal anced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offe r, shall result in a binding contract without furhter action by either party. Before, the offer's specified expiration time, the Government may accept and offer (or part of an offer), whether or not there are negotiations after its receipt, unless a writt en notice of withdrawal is received before award.
