- This is a presolicitation notice only. No submissions are required, nor will be accepted, at this time. The 15th Contracting Squadron (15 CONS), Hickam AFB, Hawaii, anticipates issuing a solicitation, on or about, 29 August 2003, to acquire Transient Aircraft Services for Hickam Air Force Base (HAFB), Hawaii. The contractor will be asked to provide all labor, management, tools, material, equipment, and supplies, necessary to manage and perform Transient Aircraft Services, 7 days a week, 24 hours a day, including all local, state, and federal holidays. The contractor will perform transient aircraft services, which include, but are not limited to, aircraft movement, aircraft operations, concurrent servicing operations, safety management, special events support, emergency and exercise support, order and turn in parts from the Air Force Supply System, and management of publications and forms. The contractor will perform these services to meet transient aircraft arrival, aircraft operations, and departure schedules established by the 15th Maintenance Group, Maintenance Operations Center, (MOC), 15 MXG,AMXF. This acquisition will be solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 488190 Other Support Activities for Air Transportation ($6M). Once available, the corresponding solicitation will be available for download via the www.eps.gov website. NO PAPER COPIES OF THE SOLICITATION WILL BE ISSUED OR DISTRIBUTED. All information required for submission of an offer will be identified in the solicitation. The Governments expects award to be made on or about 1 Nov 2003, with a performance start date of 1 Dec 2003. Contract will be awarded on an all or nothing basis, to include a basic period with four one-year options. This notice serves as preliminary information and does not obligate the government award of a contract, restrict the government in its ultimate acquisition approach, or obligate the government to pay for proposal costs.
