Description
This is Modification Number 3 to the ISAT Broad Agency Announcement VS-03-03 published on 8 Jul 03. 1. Paragraph 1 Requirements ? Add the following: ?Objective System design requirements: A complete system concept development to include Tactical GMTI w/SAR/Coherent Change Detection and Multilateration and bistatics. Flight Demonstration System design requirements: -Preliminary designs of a ?bare bones? demonstration -EELV-Medium volume and mass constraints (with ESPA ring) -Demonstration system objective and experiment plans and CONOPS Ground-based risk reduction demonstrations to include: -CAD deployment simulations -Scaled functioning structural models -Lab testing of RADAR on-transmit calibration techniques Delete ?In proposal preparation, the bidders may assume that the launch vehicle will be provided.? Replace with: ?In proposal preparation, the bidders may assume that the launch vehicle, launch vehicle integration, spacecraft operations, spacecraft ground station, telemetry and data dissemination, and ground beacons, if required, will be provided.? Also, add: ?The contractor is expected to provide experiment plans and proposed mission CONOPS, data analysis to verify performance, and command and control software for spacecraft operation.? In addition, the ceiling value of the expected contracts is changed from $15M to $10M per team. Add the following: ?If fewer than three teams are selected for award, the government reserves the right to negotiate additional work within the scope of this BAA with the selected teams. The government reserves the right to accelerate performance of selected teams.? 2. Paragraph 5 Proposal Preparation, B2: This is to clarify that the government expects the technical proposals to be classified appropriately and the cost proposals to be unclassified. Offerors shall portion mark by paragraph the proposals. Proposals containing collateral information shall be sent to AFRL/PKVI, Attn: Shari Barnett, 1801 Charlene ST SE, Bldg 592, Rm 55, Kirtland AFB NM 87117-5821 by 4:00 pm Mountain Daylight Savings Time, 8 Sep 03. Proposals shall include all respective paragraphs. Only those paragraphs (if any) classified at SCI level shall be removed and appropriately noted in collateral level proposal. Proposal portions/pages/paragraphs containing SCI information shall be marked referencing appropriate location removed from technical proposal. These portions shall be sent to DARPA/SPO, ATTN: SSCO, 3701 N. Fairfax Drive, Arlington VA 22203, phone: 703-812-1993/1994, Secure fax: 703-524-9605, by 4:00pm Eastern Daylight Savings Time, 8 Sep 03. 3. Paragraph 5 Proposal Preparation, C2a, Technical Proposal Content: Add the following: ?Management Structure: Describe your management structure to include a single integrator with total responsibility for program management and performance. Include a project roadmap, an integrated project execution plan that achieves the major project objectives and an aggressive and detailed risk management plan to identify and mitigate risks throughout the effort. Describe how you will provide electronic accessibility to all relevant project data, including cost performance, publish technical achievements to advance Government research and development, and provide mechanisms for planning and adjusting to variations in funding amounts and release dates. Rough Order of Magnitude: Limited to two pages. ROM cost estimate for Flight Demonstration System CDR: - ?Bare Bones? Demonstration (definition in below ROM request) - Novel, inexpensive bus designs - Clear connection between Flight Demonstration System and Objective System designs ROM Cost estimate for manufacture and operations of Flight Demonstration System: Assume Launch vehicle, TT&C, and ground station will be provided as GFE Requirements: -Deploy, rigidize, and control a large structure -Approximately 80-100m linear structure -Dynamic and static structural metrology during deployment and operation -Thermal gradient and ?snap? compensation -Compensation and calibration on transmit -Partially populated array (mass simulation as required) -One year ?on orbit? test, evaluation, and extrapolation -Structural constituent equations and FEM verification -Statistically significant beam-pointing and transmit calibration & compensation variances? 4. Paragraph 5 Proposal Preparation, C2b, Technical Proposal Page Limitations: Change the technical proposal page limitation to 150 pages instead of 75 pages. Add that the technical proposal shall be divided into two sections. Section one is included in the page count and constitutes the following documentation: Executive Summary, Program Description, Program Plan, Risk Identification, Statement of Work, Milestone Chart, Management Plan, Management Structure and ROM. Section one includes any classified portions. A blank page must be included in the technical proposal to reference the number of pages contained in the classified portion. Blank pages, title pages, tables of content, lists of acronyms or similar type information, tabs, blank dividers, or cover sheets will not be counted in page count. Section two is not included in the page count and constitutes the following documentation: Facilities and Equipment Description, Description of Relevant Prior Work, and Resumes of Key Individuals.
