Description
The scope of the project consists of the repair of the base well along with constructing a new water main between this well and storage tanks. The well portion of this project consists of drilling, casing, developing, and testing a new water supply well approximately 4,600 foot deep, furnishing and installing a new well pump and motor, valves, drop pipe, pitless adapter, and electrical cable in the well. This project also includes constructing a new well house complete with piping, valves, meters, chlorination facilities, fluoride feeder, electrical and mechanical work, and a new telemetry system. The water main portion of this project consists of constructing new 12? PVC and 8? PVC water mains, valves, valve boxes, fire hydrants and other appurtenances along Twining Street, Spaatz Drive and Chennault Street to connect the existing ground level water storage tanks to the proposed new well near the elevated storage tank. The construction also includes connecting to existing water mains, street repair, sidewalk and driveway repair, seeding, surface restoration and other incidental work. Project magnitude is between $1,000,000.00 and $5,000,000.00. Project work is not in a restricted area. NAICS code for this project (237110) falls under the Small Business Competitiveness Demonstration Program in accordance with FAR Part 19.1. A subcontracting plan will be required if the award is $1,000,000 or greater in accordance with FAR Part 19.702(a) (2) and if successful offeror is not a small business in accordance with FAR Part 19.702 (b). Tentatively anticipate issuing solicitation on or about 22 July 2003 with a pre bid site visit following two weeks after issuance of solicitation. Bids will be due 30 calendar days after issuance of solicitation and the performance time will be broken out into 2 phases. Phase I work completion will be 12 months after issuance of the Notice to Proceed (NTP). This phase includes the construction of the well, consisting of drilling, casing, developing, and testing the new water supply coming from the new well. Once Phase I has been completed the Government will evaluate the capacity of the new well. If flows are adequate, the NTP for Phase II will be issued. Phase II work completion will be 12 months after the NTP has been issued. This work entails the furnishing and installing of the new well pump and motor, valves, drop pipe, pitless adapter, and electrical cable in the well; constructing the new well house complete with piping, valves, meters, chlorination facilities, fluoride feeder, electrical and mechanical work and the new telemetry system.
