- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS)through the Program Support Center (PSC), intends to award a twenty-four month sole source simplified acquisition to the RAND Corporation. The purpose of this simplified acquisition is to develop and conduct an evaluation of the Collaborative Evaluation of State Incentive Grant (CESIG) program. The evaluation will focus primarily on the process issues, but will also examine outcomes for clients served through the grant. Closing date for this announcement is August 11, 2003. The proposed simplified acquisition action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this Notice is solely within the discretion of the Government. Contractors may forward capability statements to the referenced address within 15 days after the date of publication of this Notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
