- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is F61775-03-Q-2220 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The U.S. Air Force 48 Contracting Squadron intends to award a firm fixed price Purchase Order for this requirement. Description: Hand-Held, Cordless Signal Light Gun with Charger for use in the Air Traffic Control Tower at RAF Mildenhall. CLIN 0001 – Signal Light Gun to include Light Gun Charger with the following specifications: (1) Signal Light Gun: (a) Visibility Range up to 6.6 km (3.6 nm) under clear daytime conditions, (b) Light Colors: red, green, and white (standard aviation signaling colors), (c) Light Intensity: 200,00 candelas at light beam center, (d) weight: 1.95 kg (4.3 lb) including battery 1.35 kg (3.0 lb) using the auxiliary power cable (battery removed), (e) Light Control: intermittent or continuous operation activated by color coded, back-lit push buttons, (f) Power: 13.2V, 1.8V, Ni-Cad rechargeable battery or 14V, dc-10A adapter and external power supply, (g) Lamp: 15V, 150W. (2) Charger: (a) Power: 90-130V ac, 180-260V ac, 50/60 Hz (auto-selected), (b) size: 30x15x25 cm (11.5 x 6.10 in) w/h/d, (c) Weight: 7.25 kg (16lb) (d) Charge Time: approximately 1 hour, (e) Operation: main and auxiliary charger: automatic charge and charge maintenance modes; auxiliary charger: user-selected microprocessor-controlled discharge, analyze and condition modes, (f) Status Indication: main charger: red/green LED, auxiliary charger; multi-function LCD. QTY: 2 each. All pricing shall be quoted FOB Destination. Delivery Location is 100CS/SCXP, Building 568, RAF Mildenhall, United Kingdom IP28 8NG. Far provision at FAR 52.211-6, Brand Name or Equal, applies to this requirement. If quote is for an “equal” product, specifications of the item must be included in quotation. All quotations must be valid for 30 calendar days following the closing date of this solicitation. All offers must be accompanied by documentation supporting the ability to meet all specifications. Far provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation-Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price, and (2) Technical Capability; paragraph (b) does not apply. The clause at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda, applies to this acquisition (including: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37and 52.232-33). DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFAR 252.229-7006, Value Added Tax (VAT) Exclusion; and 252.229-7008, Relief From Import Duty (UK) applies to this acquisition; including USAFE 5352.225-9102, Submission of offers in other than United States Currency.
