- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation incorporates the provisions and clauses as those in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification System (NAICS) code is 333912, Air and Gas Compressor Manufacturing, with a size standard of 500 employees. This requirement is a 100% small business set aside. This request is for a Brand Name or Equal version of one (1) Bauer UNICUS II/19H-E3; Self-Contained Breathing Apparatus (SCBA) Cylinder Recharging Station for the Fire Department located on Whiteman Air Force Base, Knob Noster, MO. As a minimum, the following specifications shall be met: SCBA cylinder recharging station 19.2 SCF 6000 PSI breathing air compressor 5-stage P5H SECURUS purification system four (4) 6000 PSI 509 cubic foot DOT storage cylinders three (3) position containment fill station 15 Horsepower electric motor driven 240/480 volt Three Phase to be used on 208 volt service. The SCBA cylinder recharging station refills self-contained breathing apparatus cylinders with purified air that meets or exceeds the requirements of CGA Pamphlet 7, Compressed Air for human Respiration, the requirements of ANSI/CGA G-71, Commodity Specification for Air, Grade E, and all other recognized standards for respirable air. The breathing air station shall be comprised, in part, of a high pressure compressor and purification system, storage system, cascade fill control panel and containment fill station. The station shall be designed for a maximum working pressure of 6,000 PSIG. All equipment shall be new and of current design and manufacture. Used or refurbished equipment is unacceptable. All documentation associated with the breathing air station shall be supplied and available at time of delivery. The following minimum documentation shall be included: An operation manual; Spare parts list(s); Warranty information; and a Start-up warranty registration form. In addition to the features listed above, the following services should be included with the quote: A. Installation of proposed SCBA cylinder recharging station to include: Remove the existing SCBA cylinder recharging station; Install the new SCBA cylinder recharging station; Shim and level unit; Customer will provide correct power and fused disconnect at compressor; Remove the old CO monitor equipment from the existing station for the customer; Install customer’s Dynamation ABL 4021 CO Monitor; Test and calibrate; and Remove the existing station from Whiteman AFB, MO (The removed equipment items will become the contractor’s property). B. Start-up and provide two (2) days training at 8-hours per day. The training shall be scheduled in order to provide maximum coverage for two twenty-four (24) hour shifts comprised of thirty (30) firefighters per shift. C. Conduct NFPA air test. Quotes shall include delivery, installation (except electrical hookup) plus two (2) days of training to take place concurrent with the installation of the compressor. All Federal Acquisition Regulation (FAR) clauses and provision referenced below may be reviewed and/or obtained from the Federal Acquisition Regulations web site at Internet address http://farsite.hill.af.mil/. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.211-6, Brand Name or Equal. FAR 52.212-1, Instruction to Offerors – Commercial Items; FAR 52.212-2, Evaluation – Commercial Items. The Government will award a contract to this solicitation that will be most advantageous to the Government. Price is the primary factor used to evaluate quotes. FAR 52.212-3, Offerors Representation and Certification – Commercial Items. Quotations shall be accompanied by a completed representations and certifications. FAR 52.212-4, Contract Terms and Conditions – commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items; the following clauses under paragraph (b) apply: (16) 52.222-26, Equal Opportunity; (17) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other eligible Veterans; (18) 52.222-36, Affirmative Action for Workers with Disabilities; (19) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; and (29) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Quotations in response to this notice from responsible sources shall be submitted no later than 08 Aug 2003, 4:00 Central Standard Time (CST).
