- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotation (RFQ) solicitation Q8304034213. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-14. This solicitation is set-aside 100% for small business. The NAICS code is 423310. The business size standard is 500 employees. Hawaii Volcanoes National Park intends to purchase "Forest Stewardship Council" (FSC) certified western red cedar lumber. All lumber shall be "rough sawed" and meet grading standards for western red cedar of "Sound Tight Knot" (STK) or better with the exception of item #1: Item #1) 5000 linear feet of 3"x12"x6' or 12' FSC certified western red cedar lumber (this item can be D&BTR Clear); Item #2) 2000 linear feet of 4"x6"x12' FSC certified western red cedar; Item #3) 2000 linear feet of 2"x2"x12' FSC certified western red cedar; Contractor must provide evidence of compliance with FSC standards. Wood products for which acceptable documentation is not submitted will be rejected. Delivery shall be made FOB Destination to Hawaii Volcanoes National Park, Hawaii National Park, Hawaii 96718 by September 30 2003. "FOB Destination" means all transportation or freight costs shall be paid by the Contractor and included in the unit price quoted for each line item. The following Federal Acquisition Regulation (FAR) clauses apply to this procurement: 52.212-01 (Instructions to Offerors - Commercial Items); 52.212-03 (Offerors Representations and Certifications-/Commercial Items); 52.212-4 and 52.212-5 (Contract Terms and Conditions Required to Implement Statues or Executives Orders-Commercial Items) which includes the following clauses: 52.203-6, Alt. 1; 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13 and 52.232-34. The full text of FAR clauses can be found online at: http/www.arnet.gov. Submit quotations to the attention of Ms. Ellen Cullen by mail to NPS, Hawaii Volcanoes National Park, P.O. Box 52, Hawaii National Park, HI 96718 or fax to (808) 985-6107. A Completed copy of FAR 52.212-3 (Offeror Representations and Certifications-Commercial Items) must be included with the quotation. The Government will evaluate the quotations based on delivery date and price. The due date and time for receipt of quotations is August 11, 2003.
