- NA Pine Bluff Arsenal has a requirement for 511,875 square feet of applicator pad material for the M291 Decontamination Kit in accordance with drawing #5-77-2311. Polyester fiber(50/50 blend of 4 3/4 & 15 denier)75%, and, acrylic binder (Rhoplex TR407 Resin) 25%. Material shall be made using the AIRLAY method. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of delivery, price, and other factors as described in the solicitation.
