Description
This is a Request for Information to determine the capability of the commercial marketplace to perform intermediate level maintenance, to include overhaul, non-destructive inspection and testing, and corrosion control procedures, on KC-135 brake assemblies. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. IAW FAR Part 10, Market Research, the 55th Contracting Squadron, Offutt AFB, Nebraska, is conducting market research to identify qualified sources capable of providing Repair Service of approximately 175 KC-135 Brake Assemblies annually. All work shall be performed in contractor facilities in accordance with applicable Air Force Technical Order or OEM specifications. The government will require a three-day turn around on brake repair, to include transit time. If it is demonstrated that two or more small business concerns have the capability to perform this requirement, procedures under FAR Part 19, utilizing the appropriate small business set-aside program may be initiated. Responses are due no later than 4:00 PM CST 06 August 2003. Interested parties are encouraged to submit brief company qualifications (to include quality certifications and experience in military or commercial aircraft brake repair), proposed labor classifications and approximate rates, and a Rough Order of Magnitude. Interested parties should also include typical contract types, as well as terms and conditions, utilized in the commercial marketplace for similar services, specifically whether or not brake maintenance is performed using OEM or Air Force Technical Order procedures. The entire response should not be more than five pages. Include the vendor name, address, telephone number, a point of contact with e-mail address, Central Contractor Registration (CCR) Cage Code, business size including the vendor?s average annual gross revenue over the past three years, and security clearance level in the capability package.. The government will not divulge proprietary information outside of government agencies. No contractors will have access to this information. It is anticipated that any resultant contract will have a base period with four (4) twelve month option periods. The applicable NAICS code is 336413 with a size standard of 1,000 employees. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This RFI should not be construed as a commitment by the Government. Any information submitted by respondents to this synopsis is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. The Government will not pay for any information that is submitted.
