Description
The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisition Procedures, on a sole source basis a firm fixed price award to Chris Hogan c/o Direct Research, LLC, 506 Moorefield Road, SW, Vienna, Virginia 22180-6222 to support CMS? efforts to determine the feasibility of applying frailty adjustment to the M+C program. The contractor shall determine whether the rate book needs to be re-standardized to account for the variation in functional impairment across geographic areas; and, if so, conduct analyses to determine the mechanism for adjusting the rate book. The contractor will also conduct analyses to support payment options for consideration under Medicare reform. Qualified contractors must have experience with risk adjustment models and must have a technical understanding of M+C payments including the calculations required to construct rate books for new payment system. We require that the contractor does not have any involvement with the development or maintenance of the current CMS-HCC risk adjustment model or the frailty adjustment model to be implemented b the CMS in 2004. We also require the contractor has experience investigating frailty adjustment alternatives for organizations that serve special populations. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
