Description
AHRQ intends to negotiate on a sole source basis with Flattau and Associates, 5335 Wisconsin Avenue, NW, Washington, DC 20015-2034, to provide a follow-up study of the Career Path and Outcomes of National Research Service Awards (NRSA) Trainees and Fellows. The estimated period of performance is eighteen months. Flattau and Associates are uniquely qualified to immediately provide this service since it is a follow-up on previously conducted work which tracked the educational background, socio-demographic characteristics, career paths, and productivity of foormer students supported through AHRQ funds from the NRSA program. Flattau and Associates qualifications include previously developed methodologies for the first study. The offeror must possess familiarity with data abstraction procedures and forms and the intracacies of data elements and time cut-off points for specific dimensions of career path trajectories and productivity. In addition, the offeror must develop relationships with participants in the study, to provide a high participation rate. The offeror must possess in-depth substantive knowledge of the NRSA program, its quadrennial evaluations by the National Research Council, the field of health services research, the research mission of AHRQ, AHRQ?s role in the NRSA program, and the data and methodology previously employed by AHRQ to evaluate its NRSA program. Interested parties should respond with capability statements (ten pages or less) on or before August 7, 2003. All responses will be considered by AHRQ. Telephone requests will not be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely with the discretion of the Government. Numbered Note 22
