Description
1. SOURCES SOUGHT SYNOPSIS: The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, t= hat a procurement action will be issued nor will the government pay for the information solicited. 2. DRAFT STATEMENT OF WORK: A. BACKGROUND: The Office of Civilian Radioactive Waste Management (OCRWM) is responsi= ble for implementation of the Nuclear Waster Policy Act, (NWPA) P. L. 97-425, a= s amended. OCRWM must also meet the U. S. Nuclear Regulatory Commission (= NRC) regulations and guidance documents relevant to potential licensing activities for the Yucca Mountain Project (YMP). The NRC Statement of Policy, dat= ed May 14, 1996, sets forth NRC expectations that licensees and other employer= s (contractors), subject to NRC authority, will establish and maintain a safety-conscious work environment (SCWE) in which employees feel free t= o raise safety concerns without fear of retaliation. The OCRWM Concerns Progra= m (OCP) was established in 1991 to act as a confidential avenue for all employe= es to submit OCRWM-related concerns for resolution without fear of retaliatio= n. The OCP accepts all concerns, i.e.: quality, technical, environmental, safe= ty & health, and those related to safety-conscious work environment issues. Direct support services will be provided to the OCRWM Concerns Program located at the Office of Repository Development (ORD) in Las Vegas, NV. It is estimated that a core of two to three investigators and one clerical wi= ll be located at this location, with additional temporary investigators being= provided on a as needed basis. Temporary investigators will be reimbur= sed travel expenses IAW the Federal Governments Joint Travel Regulations. = If OCRWM establishes a YMP site office for the OCP during the term of this contr= act, the contractor may also provide support at that location. B. SCOPE OF WORK: This procurement involves direct support services only. The contractor= shall provide professional management, technical analysis, advisory support a= nd administrative support services to the U.S. Department of Energy (DOE) OCRWM Concerns Program. The contractor=A1=A6s staff shall be uniquely qualif= ied with significant and demonstrated expertise and experience in all investigat= ive techniques, analytical capability, detailed report writing and regulato= ry aspects of the business typically found in similar employee concerns programs at NRC regulated nuclear facilities. The contractor shall implement, a= s applicable, the OCRWM Quality Assurance Requirements Document (QARD) DOE/RW-0333P, current revision, and all applicable OCRWM policies and procedures. In addition, the contractor shall work to the approved OCR= WM Integrated Safety Management System (ISMS) program. Specific tasks are identified as follows: ?h Conducting independent, unbiased investigations and fact-finding rev= iews of employee and contractor concerns, documenting related interviews, prepa= ring detailed reports and compiling relevant support material. Staff will provide required follow-up documentation, on an as needed basis; ?h Providing experience based assistance, gained during service at trou= bled NRC licensed nuclear facilities, in continuously improving the investigativ= e process while increasing employee confidence in OCP; ?h Based on experience advise management on industry best practices in areas impacting the development of the desired safety conscious work environm= ent; ?h Conducting employee and contractor exit interviews, as necessary; ?h Processing all confidential information related to concerns, intervi= ews, reports and related correspondence; ?h Developing, coordinating and continuously improving monthly status reports and performance data for DOE management; ?h Supporting concern investigation activities including relevant data searches, collection of reference materials and compiling information w= hich supports investigation results; ?h Developing, maintaining and continuously improving a comprehensive, records database that includes a long-term records archival and retrieval syste= m for OCRWM Concerns Program records developed from 1991 to the present; ?h Maintaining a stand-alone, secure computer workstation and related equipment; and Assisting in the development, maintenance and continuous improvement of= the OCRWM Concerns Program information system. C. PRINCIPAL QUALIFICATIONS AND CORE COMPETENCIES REQUIREMENT: Direct support services of these activities shall be performed in accordance with the OCRWM QA Program (QARD) and approved implementing procedures. Personnel qualifications for performing specific work shall be document= ed in accordance with AP-2.1Q, Indoctrination and Training of Personnel and AP-2.2Q, Establishment and Verification of Required Education and Experience of Personnel and other applicable OCRWM policies and procedures. Direct support services personnel will require expertise and experience in all aspects= of current nuclear industry practices for the implementation, maintenance = and continuos improvement of an effective employee concerns program. Speci= fic experience at NRC regulated nuclear facilities that are considered trou= bled plants regarding ECP and SCWE is desired. Additionally, these activiti= es require specialized skills and experience necessary to support the independent reviews of concerns related to the implementation of a nuclear quality assurance program with an emphasis on developing and fostering a safety-conscious work environment. The direct support services contrac= tor shall provide personnel with education, expertise and experience to mee= t the following qualifications: ?h Senior Quality Assurance Specialist (Senior Concerns Program Analyst= ): Requires a Bachelors degree or the equivalent of either eight (8) years= specialized experience in the nuclear quality assurance or nuclear empl= oyee concerns field(s) or an Associates degree plus four (4) years specializ= ed experience in the nuclear quality assurance or nuclear employee concern= s field(s). If the provision for equivalency is used, either the eight (= 8) years or the four (4) years specialized experience must be in addition to the= minimum ten (10) years of experience required for the position. Requires minimum ten (10) year=A1=A6s experience in the nuclear power i= ndustry with either nuclear quality assurance (QA) and/or nuclear employee concerns program activities for NRC licensed nuclear facilities. Requires knowledge of statutory and regulatory requirements and nuclear industry practice in quality assurance and/or employee concern programs. Completion of a minimum of= 40-hours training on conducting employee concern investigations with emphasis on investigating harassment, intimidation, retaliation and discriminati= on (HIRD) concerns as they relate to 10CFR63.9. In addition, specialized experience must be in all aspects of processing safety-conscious work environment related concerns. Requires knowledge and experience in the= licensing of nuclear facilities including licensing-related hearings be= fore the Nuclear Regulatory Commission (NRC). Requires ability to develop, revi= ew, analyze and continuously improve employee concerns program plans, management control systems and implementing documents. Requires experience in conducting confidential interviews, conducting investigation and fact-finding revi= ews, analysis and review of concerns in an independent and unbiased manner. Staff must demonstrate competence in preparing all related follow-up documentation including detailed reports, interviews, and required support material. ?h Administrative Support Personnel (Concerns Program Administrative Assistant): Requires an accredited high school certification plus three (3) years experience in general office procedures, office management control and information systems, including word processing, database management and= filing. Requires at least two (2) years experience in handling/process= ing confidential information. This position supports processing all confidential program materials that includes, but is not limited to: processing conc= ern statements and related investigation reports; developing and maintainin= g a comprehensive confidential database and records management system; maintaining a stand-alone computer workstation for processing confidential informat= ion. Additionally the incumbent will develop, coordinate and prepare monthly= status reports, develop and coordinate performance indicator trend reports and= coordinate or conduct exit interviews. Also, the incumbent will assist= in the development and maintenance of OCRWM Concerns Program marketing materia= ls. Desirable: Experience in improving performance at a NRC regulated faci= lity on the NRC Watch List for SCWE related issues. D. SCHEDULE FOR PERFORMANCE OF WORK: The base period of performance for these direct support services shall = be performed from date of contract award through September 30, 2005. Ther= e are three one-year option periods to carry the period of performance throug= h September 30, 2008, if needed. 3.
