Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Monitoring (CCMA), intends to solicit and negotiate with only one source under the authority of FAR 6.302 with H.T. Harvey and Associates. This acquisition shall be to complete Phase 1 Products for the Marine Biogeographic Assessment on the Distributions and Important Areas for Selected Seabirds and Marine Mammals off North/Central California. Services were previously provided under Purchase Order DG133C-02-SE-0288. The Government requires additional analyses and products to complete its Phase 1 assessment. The major products include revising data analyses and descriptive text for approximately 70 marine birds and 16 marine mammals. The assessment was conducted to determine important biological areas and time periods for selected marine species, to support the joint management plan review for revised management plans for the central California National Marine Sanctuaries. Interested parties capable of satisfying this requirement are invited to submit a technical capability statement or proposal and past performance references that clearly demonstrate knowledge and experience in conducting coral reef ecosystem studies. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. This notice of intent is not a request for competitive proposals. However, responses must be received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Telephonic responses shall not be accepted. On April 3, 2003 a proposed rule was published in the Federal Register requiring venders doing business with the Federal Government register in the Central Contractor Registration (CCR) database. Information submitted to the CCR database will include contractor identification and payment information that will be used to facilitate electronic payment. If the proposed rule is finalized in a form that is substantially similar to the April 3rd version, the National Oceanic and Atmospheric Administration's Acquisition Management Divisions, will require that all contractors doing business with its Acquisition Offices be registered with the Central Contractor Registry (CCR) before October 1, 2003.
