Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. Solicitation number R3-03-03-48 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 441221 and the size standard is 6.0 million dollars. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. The solicitation is for the Purchase of New All Terrain Vehicles, 2004 or newer with the line items as follows: Item 1: One (1) each, Polaris Ranger 6x6 or equal – price each; Item 2: Four (4) each, Polaris Sportsman 600 4x4 or equal – price each; Item 3: Two (2) each, Polaris Sportsman 700 or equal with full skid plates, brush guards, front rack, rear rack extension and winch – price each. Contractor shall list their proposed delivery point within the Albuquerque, NM area. Delivery to a local ATV dealer is preferred. All vehicles shall be completely prepped and ready for delivery. If quoting other than requested models please provide complete technical specifications. Contractor shall be responsible for any fees required by this project. Vendor is to provide warranty information and to specify service location. New ATV’s are to be delivered no later than August 29, 2003, or alternate proposed delivery date. Delivery location for five ATV’s is Albuquerque, New Mexico; two ATV’s will be delivered to Tijeras, NM. There are four trade-in ATV’s. (1). Two each, Honda 4TRAX 300 purchased 1991. Both vehicles are in good running condition. One has a Warn winch. (2). One Honda 4x4 TRX 350 purchased 1987. Vehicle runs – needs major tune-up, has sun damage. (3). One Honda 4x4 TRX 350 purchased 1987. Vehicle will not start. All vehicles are available for inspection. All vendors are requested to take these trade-in ATV’s into consideration when submitting their quote. If no trade-in value is offered, please state this in your quote. FAR 52.212-2, Evaluation--Commercial Items is applicable. The Government will award the contract to the Contractor whose offer represents the best value to the Forest Service on the basis of (1) Price Reasonableness, and (2) Technical Proposal. Price Reasonableness and Technical Proposal are equally important. The evaluation criteria for each category are listed in descending order of importance. PRICE REASONABLENESS – Criteria (1) Price shall be fair market value for materials, labor, and incidentals represented in the specifications necessary to complete this project. The following will be evaluated for Price Reasonableness: 1) Total delivered cost per unit. TECHNICAL PROPOSAL – Criteria (1) Must meet or beat specifications of the vehicle requested. (2) Offered delivery date. FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors—Commercial Items, 52.203-6 Restrictions on Subcontractor Sales to the Government, with Alternative, 52.203-10 Price or Fee Adjustment for illegal or Improper Activity, 52.212-4 Contract Terms and Conditions – Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-- Commercial Items, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era , 52.225-3 Buy American Act--North American Free Trade Agreement--Israeli Trade Act--Balance of Payments Program and 52.225-9 Buy American Act--Balance of Payments Program--Construction Materials.
