- By this notice, during the pre-proposal conference that was held Wednesday, July 16, 2003, a question was raised that deals with page 9 in Section L and the Tab 2 requirements regarding Representations and Certifications by proposed joint venture offerors. A question was raised and submitted in writing as follows: Is it acceptable for the team to submit Representations and Certifications for each member firm in a joint venture if awarded one of the contracts under this procurement? The response was that the intent is that one set of representations and certifications be submitted for each offer and proposal, not for each firm in a joint venture. CLARIFICATION: Each member firm in a joint venture is to submit separate representations and certifications for each offer and proposal. Another question raised: In the experience section of the proposal can we use as one of the five projects required those in which we were a major subconsultant on the team or a project subconsultant on the proposed team? The original response was no. It should be yes. Also, there is a discrepancy in Representation and Certifications - K.1(a)(2) The small business size standard is $5,000,000. CORRECTION: small business size standard is $28,500,000.
