Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) to various fleet and shore activities for the Naval Air Technical Data and Engineering Service Command (NATEC) from the Lockheed Martin Corporation, 3333 Pilot Knob Rd., Eagan, MN 55121-2034. The requirement is for CETS to various fleet and shore activities for NATEC. This effort includes informing, instructing and training Navy Personnel in the installation, operation and maintenance of AN/AYK-10B and AN/AYK-23 Airborne Digital Computer, and a carrier-based tactical support system in support of the S-3 Aircraft Program. NATEC requires contractor engineering technical services CETS to provide on-site proficiency training, technical guidance, and information in the evaluation of unusual field problems and render technical guidance related specifically to the AN/AYK-10B and AN/AYK-23 airborne digital computer, and a carrier-based tactical support system, which interfaces with the airborne computer in the closed-loop arrangement. The AN/AYK-10B, which is the main computer in the S-3B aircraft, has undergone extensive modifications. The AN/AYK-23 will eventually replace the AN/AYK-10B in all S-3B aircraft. Major updates to tactical systems are ongoing and will continue through the period of this contract. The object of CETS is to elevate the technical skills and abilities of military and civilian personnel of the Department of Defense responsible for the operation and maintenance of the system/equipment to the level of self-sufficiency. The effort will be performed at NATEC facilities in Jacksonville, FL. The tasks support the organizational and intermediate levels of maintenance for the computer systems. The OEM, Lockheed Martin Corporation, is the only source with ready access to technical databases of this equipment and is the only source with the technical support personnel capable and familiar with the systems able to perform the services including developing solutions to problems not readily resolved in the field. No other firm possesses the required data and technical representatives with expertise on these systems. The government does not possess the required data, knowledge of equipment modifications, or engineering expertise, which precludes the use of a competitive procurement. A ten-month base period with four one-year option periods and a final two-month option period is anticipated. Award of a contract is expected on 1 December 2003 and the contract will continue through 30 November 2008 if all options are exercised. The contract will include the clause at FAR 52.217-8, ?Option to Extend Services?. Interested persons may identify their interest and capability to respond to this requirement.
