Description
NA The US Army Communications Electronics Command (CECOM) and Project Manager for Close Combat Systems (PM-CCS), Countermine Division, plan to issue a Draft RFP (DRFP) for the Ground Standoff Mine Detection System-Future Combat System (GSTAMIDS FCS) System De velopment and Demonstration (SD&D) phase. The DRFP consists of the following documents: SOW-GSTAMIDS FCS, Performance Specification for GSTAMIDS FCS, SOW-ACS, Performance Specification for ACS, Proposal Instructions and Evaluation Criteria. Additional d ocuments may be released as they become available. Release of this DRFP is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for any information received. G STAMIDS FCS is a FCS complementary program and is designed to provide mine detection, lane and mine marking, and neutralization subsystems configured on the MULE (Multi-Purpose Utility, Logistics And Equipment) countermine variant unmanned ground vehicle ( UGV) platform. The primary objective of this effort is to provide simulations, emulators, brassboard prototypes and environmentally tested engineering prototypes to the FCS Lead Systems Integrator (LSI) the platform systems integrator. After final protot ype delivery, the GSTAMIDS FCS contractor will provide technical and engineering expertise to the FCS LSI during the system integration and Government Production Qualification Testing (PQT). The effort encompasses the analysis, systems engineering and des ign, development, fabrication, assembly, test and verification, supportability engineering, technical and integration support, and management required to ensure successful performance of the responsibilities entailed in executing this program. The acquis ition also contains an option for an Airborne Cueing Sensor (ACS) to be exercised in FY06. The ACS is a low altitude mine detection sensor that will be mounted on an unmanned aerial platform, and is being developed to provide enhanced situational awarenes s by identifying Regions Of Interest (ROIs) in advance of the GSTAMIDS FCS. The DRFP is expected to be ready for release on or about 24 July 2003. A thirty-day time period subsequent to the issuance will be allowed for respondents to submit comments and questions regarding the content of the DRFP to the point of contact herein. The final RFP is expected to be released on or about 15 September 2003. Firms interested in submitting comments and questions regarding the content of the DRFP may send correspon dence via email to the Contracting Officer at peggy.melanson@cacw.army.mil. Proprietary information submitted in response to the DRFP will be protected when clearly identified as proprietary. Response to the DRFP should be received no later than 30 days s ubsequent to the release of the DRFP. The DRFP will be issued on the Interactive Business Opportunity Page (IBOP), https://abop.monmouth.army.mil. No hard copies or copies via email will be available. Responses shall also be submitted via the IBOP. In o rder to use the IBOP a vendor must registered. New users can register by completing the following steps: 1) At the IBOP homepage select New User Registration under the User Services; 2) click on the Industry Button; 3) Select new user registration and co mplete all the required information and then click on the Submit Request button. To access the documents, once registered: 1) At the IBOP homepage select CECOM Comm.-Elec. Comm.-Active from the Army Solicitations, Login and View By Army Contracting Activit y drop down menu and click go; 2) Enter your User Name and Password 3) sort by Contracting Officer and then click on the folder ICON to the left of Melanson, Peggy; 4) Click on the folder ICON to the left of DAAB15-03-R-0023; 5) Once the draft RFP is post ed it will be at the line entitled Messages & Documents; GSTAMIDS FCS DRFP. Click on that title and proceed to the bottom of the page. The DRFP will be posted as an attachment. It is also recommended that each offeror join the solicitation specific mailing list under the RFP number DAAB15-02-R-0023. Once registered on the solicitation specific mailing list a vendor will receive email notification of any updat es relating to the RFP.
