Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation Subpart 12.6 for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12 & 13. Solicitation F05611-03-T-0054 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. This procurement is reserved for Small Business. Women owned and disabled veteran owned small businesses are encouraged to submit quotes. This procurement requirement is in support of the Family Support Center (FSC) Personal Financial Management Program (PFMP). The North American Industry Classification System Code is 541612 and the Business Size Standard is $5,000,000. The contractor must be an organization or individual whose primary occupation or experience is providing instructions and counseling individuals or groups of individuals. The contractor must provide counselor(s) with the following qualifications: At least 2 years of college study or experience in the following fields or related areas: Accounting; Business Administration; Economics; Financial Management/Planning or documented related areas. At least 1 year experience in teaching or working with adults in the areas of accounting, business, financial management, consumer affairs or related areas. Familiarity with adult lifestyles and the impact of military service upon individuals and family members. Completion of training or experience in the preparation of Federal and state income tax returns. Ability to inform and educate clients about the impact of tax laws on their financial decisions. Exhibit proficiency in expressing ideas and concepts, orally and written, to the entire spectrum of the client population. Proficiency in the operation of MS Office, Windows 3.1 (or higher) and appropriate PFMP related software. The government will furnish an adequate office of approximately 90 square feet, a computer with appropriate software and other office equipment as needed to support the PFMP. The contractor shall operate the PFMP for up to 40 hours per week, Monday through Friday, during the normal hours of the Family Support Center, generally 0730 to 1630. However, the FSC Director will specify the exact hours. The contractor shall provide all personnel, tools equipment, materials, supervision and other items necessary to perform duties of the PFMP, with the exception of those identified above. The contractor shall perform to the standards of this contract. This program encompasses a range of financial education, counseling, intervention, and referral. Subjects include, but are not limited to, state and local laws and regulations, usury laws, insurance, consumer issues, credit issues, and bankruptcy. The contractor shall provide technical financial counseling services to Family Support Center customers, including, but not limited to: Provide mandatory personal financial management training for all military, E-4 and below. Provide timely, relevant financial training to military members, family members, and DoD civilian personnel on subjects including, but not limited to, basic money management, investments, tax preparation, and consumer issues if subject matter courses are not available in the community, at no charge to the participants. Provide education and counseling to military members referred by unit commanders and advise unit commanders of completion of mandatory counseling sessions. Provide recommendations to the unit commander on requests for financial hardship discharge and other actions. In response to requests for security clearance recommendations, evaluate the individual circumstances of each case, and provide an assessment of the member?s financial situation in relation to security risk. Testify as an expert witness at Article 32 hearings, courts? martial, discharge boards, or other legal proceedings, as requested. Provide education and counseling to voluntary customers to address a wide range of personal financial matters. Assist recent widows and widowers on financial planning and management. Pre-certify service member families for the Women, Infants, and Children (WIC) Supplement Food Program and for food stamps. Provide counseling and education to voluntary customers to provide assistance in resolving military pay or personal financial issues. Intercede on behalf of military members with the military payroll office to resolve discrepancies in pay or to obtain clarification. Work closely with community consumer organizations and financial institutions on matters related to and benefiting military members. Refer customers to other organizations or advise the unit commander if assessment of the financial situations indicates other problems, or potential problems, that should be addressed. Conduct formal workshops on specific financial management issues to address client needs. These courses may include, but not be limited to, financial planning, creating a spend plan, creditwise debt management, auto purchase, consumer savvy, retirement planning, education expense planning, financial planning for women, taxes and IRAs, purchasing a home, and investing. The contractor will NORMALLY provide services on the USAF Academy and in the designated PFMP office in the Family Support Center. The contractor, may on occasion, provide training and or counseling outside of the designated location, with the concurrence of the Family Support Center Director. Travel to and from these locales is authorized. The contractor may be scheduled for US Air Force approved training, meetings and/or conferences. Travel, per diem and registration fees, in accordance with USAF directives, is authorized and will be reimbursed when the contractor has been placed on official orders. Price for the contract period of 12 months, 01 October 2003 thru 30 September 2004 should be provided: CLIN 0001 Basic Period _12__ months, Unit Price_$____, Extended Amount_$____. CLIN 0002 First Option Period: Quantity 12 Months, Unit Price per month _$____, Extended Amount _$____. CLIN 0003 Second Option Period, Quantity 12 Months, Unit Price per month _$_____, Extended Amount _$_____. Total for all three years: _$_____. FOB destination delivery. Compliance with all instructions contained in FAR provision 52.212-1, Instructions to Offerors-Commercial Items is required. Your are encouraged to submit your quote on Standard Form 1449. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. As allowed in FAR 13.106-2(b)(1), the contracting officer may use one or more, but not necessarily all of the evaluation procedures provided in FAR Part 14 or 15. Accordingly, award of a contract will be based on price and past performance. The basis for evaluating past performance will be based on past or current contracts (including Federal, State, and local government and Private) for efforts similar to this requirement. Past performance information should include company name, address, telephone number and point of contact for similar work accomplished over the past five (5) years. Also to be included with proposals is documentation which will be used to determine if the qualifications identified in this combined solicitation synopsis have been met. It is the government's intent to do proposal evaluation and make award without discussions. However, as allowed in 15.306(d)(1) and (2), discussions may be conducted by the contracting officer in order to maximize the Government's ability to obtain best value, based on the requirement and evaluation factors set forth in this synopsis/solicitation. The government, therefore, may conduct discussions should the contracting officer determine it necessary. Should a revised proposal be warranted, to clarify and document understandings reached, at the conclusion of any conducted discussions, an opportunity to submit a final proposal revision as allowed in 15.307(b) will be provided. A complete copy of the FAR provisions 52.212-3, Offeror Representations and Certifications-Commercial Items shall be submitted with the proposal. FAR provision 52.252-1, Solicitation Provisions Incorporated by Reference, 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items, to include clauses 1,2,5,12,13,14,15,21, 24 and 27 as well as the Deviation to 52.212-5 apply to this acquisition. In addition, the following clauses are included as an addenda: Department of Defense FAR Supplement 252.204-7004, Required Central Contractor Registration, 52.217-5, Evaluation of Options; 52.217-8 Option to Extend Services (period of time-30 days); 52.217-9, Option to Extend the Term of the Contract (Period of time-15 days and 30 days respectively); and 252.225-7001 Buy American Act and Balance of Payments Program. It should be noted that faxed quotations will be accepted. The faxed quotation can be sent to (719) 333-4404.
