Description
NA Contractor Engineering and Technical Services (CETS) to provide on-site proficiency training, technical guidance and advice in the evaluation of unusual field problems and to render emergency technical advice. This solicitation will be for two locations: 1. Tinker AFB, OK for F100-PW- 100/200/220/220E/229 Control Systems. PR Line Item: 29-6C. 2. Hill AFB, UT for Primarily B-1B and F-15 Secondary Power Systems, Onboard Auxiliary power units and Aircraft Ground Support Case Turbine Engines. PR Line Item: 16-2C; and Test Stands and GTE test cells, hardware and software support. PR Line Item: 29-6C. Liaison between the CETS representative and the manufacturer is required. This effort requires three representatives (one at Tinker and two at Hill) for 33 months, starting 1 Jan 2004 and ending 30 Sep 2006. The approximate issue date is 7 August 2003 to Honeywell, Tempe, AZ 85284. No telephone requests. Only written or faxed requests received directly from the requester are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Authority: 10 U.S.C. 2304 (c) (1). Justification: Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Security clearance will be required of all bidders/offers. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed above.
