Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation, F7MC0431210100 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 235110, (Paint Filter Replacement services) and the small business size is $12.0 Million per year. To provide all labor, tools, parts, materials, facilities and transportation necessary to perform the following services: Provide all labor, material, and transportation required to change three stage 319 NESHAP (MILSPEC) Filters at buildings 220 and 262 paint facilities and Exhaust Paint Filters in building 406, ref.5.1 as required but not to exceed the stated intervals of this SOW. The contractor shall remove the used Paint Filters from the properly supported positions respective to the type of filter and replace and install new filters to their properly supported positions respective to the type of filter. The used filters will be placed in drums provided by the customer. The contractor is also responsible for all shipping costs to and from Columbus AFB. The contractor shall perform this service in accordance with this Statement of Work and adhere to all LOCAL, STATE and FEDERAL regulations that apply while performing this service. A Performance Work Plan shall be submitted detailing how contractor will perform the requirements of this SOW. Each stage of the Paint Filter system will be serviced according to this SOW as required, but not to exceed the following intervals unless an emergency has been designated in writing from the Contracting Officer. Emergency service of Paint Filters may be requested for replacing up to all Paint Filters as stated in this SOW, within 5 workdays. GENERAL: 1. Remove and place dirty filters in drum (drums are provided by customer). 2. It will take 2 ? rolls of material each time both bays (the entire facility) are changed out. The rolls are cut to length per each exhaust section. The contractor shall be required to provide all types of Exhaust Paint Filters for the three-stage system in building 406 at Columbus AFB for the use in Corrosion Control operations. The contractor shall remove the used Exhaust Paint Filters from the properly supported positions respective to the type of filter and replace and install new filters to their properly supported positions respective to the type of filter. The used filters will be placed in drums provided by the customer. The contractor is also responsible for all shipping costs to and from Columbus AFB. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed to the attention of Mike Tkacz, Contracting Administrator, at 662-434-7753. Oral quotes will be accepted at 662-434-7760. The due date for all quotes is 22 Aug 2003 by 4:00 p.m. CDT. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (July 2002). In addition the clause at 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation.
