Description
The U.S. Department of Health and Human Servicces (DHHS)/Substance Abuse and Mental Health Services Administration (SAMHSA) is seeking capability statements from "Small Businesses" to deliver the following Professional Services: SUMMARY STATEMENT OF WORK: The contractor shall strengthen the existing Request for Information (RFI) for health plans developed by the National Business Coalition on Health (NBCH) and V-8 National Standardized RFI Workgroup (V-8), refine its quality validation processes to gather information about plans= behavioral healthcare services, to enhance and report plan performance on the new alcohol treatment disease management module in the RFI and produce a technical strategy action paper based on a meeting of large employer groups and plans identifying emerging issues in the employer sponsored health plan market. Major Technical Tasks: 1. The contractor shall develop the work plan based on the common RFI/RFP process developed by NBHC and the V-8. It is essential that the contractor have relationships with NBHC to influence development the 2004 RFI (based on previous NBHC's RFIs) and to gain access to NBHC's proprietary health plan response database. 2. The contractor shall review the NBCH/V-8 standardized RFI and RFI data evaluation process for specialty mental health and substance use disorders services provided by health care plans and determine how it can be strengthened. Refinements of the RFI will be considered with the GPO and other identified experts, considering measures: ? greater specification of standards for the integration and coordination of primary health care providers and behavioral health care providers; ? application of evidenced-based standards on screening and detection of substance use disorders in primary care systems; ? increased attention to MCO and MBHO providers enhancing communication between primary care and behavioral healthcare providers; ? improved clinical and information system integration of pharmaceutical benefits with health and behavioral health providers and better assessment of patient adherence to medication treatment regimens; 3. The contractor shall incorporate behavioral health enhancements to increase emphasis in the RFI to behavioral health evidence-based disease management programs by MCOs and MBHOs (and recognition of outstanding efforts by plans). : ? Refine the national standardized Request for Information (RFI) behavioral health modules based on performance of the RFI process in 2000, 2001, 2002 and 2003; ? Implement the 2004 RFI by business coalitions on health and major employers; 4. The contractor shall use the strengthened RFI module and evaluation process to collect, analyze and report information about managed behavioral healthcare in at least 70 health plans during its 2004 RFI review cycle 5. The contractor shall provide feedback reports on health plan performance for use by employer coalitions, employers, and other key participating groups at the completion of its next RFI review cycle. The performance results will consist of: $ Regional comparisons of health plans= performance on key areas of the RFI (e.g., behavioral health integration, depression management, patient safety, prescription drugs, etc.). $ National comparisons of health plans= performance on key areas of the RFI $ Health plan-specific narratives the plan=s strengths and opportunities. 6. The contractor shall convene and facilitate one meeting of purchasing coalitions, MCOs, and MBHOs to identify emerging trends and opportunities in the private employer-sponsored health care market. The contractor will use information from the meetings, and other pertinent sources, to technically summarize national trends in the field and draft a strategy for action, based upon the response from the experts, on how to promote behavioral healthcare benefits in the commercial market.
