- It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under authority of FAR 6.302 with Papa Ola Lokahi (POL), 894 Queen Street, Honolulu, Hawaii for the development of the following web sites: NLM?s Pacific Islander Health Information web site; POL?s web site; Ke Ola Mamo, the health system for the island of O?ahu, web site; Hui No Ke Ola Pono, the health system for the island of Maui, web site; and Hui Malama Ola Na O?iwi, the health system for the island of Hawai?i web site. The period of performance shall be for one base year and one one-year option period. Specifically, the contractor will 1) identify the purpose of the web site for each of the four Hawaiian health organizations to include the target audience(s); the information to be included; information solicited from site visitors, and the nature of communication, f any, from site visitors, 2) execute web site development contracts for site development and for the training of the Technical Administrators for each of the four web sites, 3) assist the national Library of Medicine in developing its Pacific Islander web site by providing assistance in collecting materials and information and by reviewing drafts of the site and commenting on its contents and appropriateness. The NLM determined that POL is uniquely qualified to perform the above professional services. POL is a non-profit organization whose purpose is to support the five native Hawaiian health care systems as well as other health care organizations that provide services to native Hawaiians, by providing strategic planning, needs assessment, research, evaluation and other similar types of assistance. With support from POL, the Native Hawaiian Health Care Systems promote health and disease prevention strategies and various other health services. POL will assist NLM in obtaining much needed information, some of which is not currently in digital for NLM?s Pacific Islander Health Information web site. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-158/NSD shall be noted on all correspondence to this announcement.
